According the constitution Dvalheim is an constitutional monarchy, with an national council that gives the nobility and the people equal say in leadership. With the People's Assembly being chosen every four year by the Dvalian people, and the Council of Nobles being reperesented by the most powerfull nobility. The People's Assembly holding 100 seats and the Council of Nobles holding 50. The High Councillor is voted on every 5 years, however it is the Jarl that chose the candidate that will be voted on.
