The Grand Duchy of Dvalheim or commonly known Dvalheim is a island nation on the island Langeyjr on the continent of Novaris, sharing a border with the nation of Tiervan. It had a population of around 4,2 million people, before the Tieresh One Month War, which lead to Dvalheim's expansion southwards at the expense of Tiervan. Which gave Dvalheim current population of 5,64 million people. It's capital Vinby holding around 1 million people. Dvalheim is an de jure independent nation but has been called by experts to be an de facto puppet state of Norgsveldet, something the goverments of Dvalheim and Norgsveldet has denied. Dvalheim is also a founding member of the Union of Commonwealth Alliances.

The nation went through 5 years of military dictatorship under millitary general Varg Drugson, in 1985 reformed Dvalheim until a constitutional monarchy, with a complicated political system that holds influnces from both aristocratic and democratic principles written in it's constitution.

History

Politics

The politics of Dvalheim work in the framework of the Dvalian constitution of 1985. According the constitution Dvalheim is an constitutional monarchy, with an national council that gives the nobility and the people equal say in leadership. With the People's Assembly being chosen every four year by the Dvalian people, and the Council of Nobles being reperesented by the most powerfull nobility. The People's Assembly holding 100 seats and the Council of Nobles holding 50. The High Councillor is voted on every 5 years, however it is the Jarl that chose the candidate that will be voted on. If the candidate gets the majority of the vote in both the People's Assembly and Council of Nobles, they becomes the High Councillor of Dvalheim. If not the Jarl has to chose another candidate.

The People's Assembly remains the main legislative body of Dvalheim, being seen of larger importance than the council of nobles despite both having equal power. Two parties are represented in the People's Assembly, the Union Party and National Party. The Union Party is an conservative and Norgsveltian speaking majority party. The Union Party goal is to get Dvalheim to unite with Norgsveldet and to ensure special rights for Norgsveltian speakers, Union Party holding 54 seats in the assembly with it currently holding the presidency of the National Council. The National Party is a Tieresh Loyalist and liberal party, with the goal of keeping Dvalheim independent and uniting with Tiervan in democratic federal state. While still supporting being under Norgsveltian monarch, it work for ensuring a equal cooperation between the Norgsveltian and Tieresh inhabitants. National Party holds 46 seats. Though with recent oppinion polling conducted in 2021, the National Party is expected to win electoral victory in 2022.

The Council of Nobles holds equal power to that the People's Assembly, though its importance has been limited as it is rare for the Council to vote against the People's Assembly. The Council is made up with a mixture of nobles both born in Dvalheim but also outside it. With 40 of the 50 seats being held by native Dvalians with it being split equaly of the ethnic Norgsveltian and Tieresh, 8 seats being held by businessmen and nobles from Tangrland and Meremaa. The High Councilman of Dvalheim holding the two last seats.

The High Councillor of Dvalheim holds highest millitary authority in Dvalheim, and matter of millitary is done through them alone. The High Councillor can also write laws that must be passed by the peoples assembly and council of nobles. According to the Dvalian constitution the High Councillor can declare martial law and executive orders whenever a matter of crisis happens, though the nature of such crisis is never defined. Though the martial law and executive orders can be overrided if both the Council of Nobles and People's Assembly vote in favour of it.
