The Grand Duchy of Dvalheim or commonly known Dvalheim is a island nation on the island Langeyjr on the continent of Novaris, sharing a border with the nation of Tiervan. It had a population of around 4,2 million people, before the Tieresh One Month War, which lead to Dvalheim's expansion southwards at the expense of Tiervan. Which gave Dvalheim current population of 5,64 million people. It's capital Vinby holding around 1 million people. Dvalheim’s close relationship with Norgsveldet have been a matter of scrutiny, with critics accussing the Dvalian government to be a satalite state of Norgsveldet. Though these claims are harshly denied by the Norgsveltian government. Dvalheim is also a founding member of the Union of Commonwealth Alliances and North Concordian Economic Forum. Being founded as a state after the Tieresh Independence War, founded as compromise between the Tieresh Loyalists and the Norgsveltian Diaspora on the island.

The nation went through 5 years of military dictatorship under millitary general Varg Drugson, in 1985 reformed Dvalheim into a constitutional monarchy, with a complicated political system that holds influnces from both aristocratic and democratic principles written in it's constitution.

History

Politics

Dvalian politics work within the framework of the Drugson Compromise of 1985, in which the then military dictator of Dvalheim, Varg Drugson, drafted a constitution together with leaders of both the ethnic Tieresh and ethnic Norgsveltian communities in the country. In which, according to the constitution, executive power would lay in the hands of the High Councilor, which would be chosen by the Jarl of Dvalheim. With the Jarl acting as the Royal Protector of the country in the Service of the Norgsveltian Crown. Though the High Councilor must be approved by both the upper and lower house of Dvalheim’s legislature. If either of the houses reject the candidate chosen by the Jarl then the Jarl must find a new candidate.

The Dvalian upper house, Adel Rådet (Council of Nobles), is a legislative body made up of Dvalheim’s nobility. Playing a junior role in the country’s legislature. Despite this, the Council's main element of function is protecting rights and the political function of Dvalian nobility within the country. Through the amendment of bills or delaying of legislation which could harm the interest of the nobility and wealthy in the country. With there being 22 members in the Council, with almost every single member also being part of the ruling Solidarity Party. With the High Councilor holding two seats on the Council.

The lower house, Folketinget (People’s Assembly), is an elective body through a first-past-the-post-system and two party system. With the body being the country’s main legislative body with most legislation being passed through it. The Assembly is made up of 100 parliamentarians, with it being divided between two parties. The ruling national conservative and monarchist Solidarity Party, with its 48 seats. With the Solidarity Party mainly representing the ethnic Norgsveltian minority and nobility within the country. The party actively promotes the “Norgsveltisk Solidaritet” (Norgsveltian Solidarity) principle in its party program, arguing for Dvalheim to return as a Crown State under Norgsveldet and for giving further special privileged to Norgsveltian speakers at the cost of Tieresh ones. The opposition is led by the Loyalist Party, an National Liberal and Liberal Royalist party with 41 seats in the Assembly. With the Loyalist Party mainly a party representing the ethnic Tieresh majority in the country with its party program following the idea of “Kruunun Uskolliss” (Crown Loyalty). An idea formed by peaceful Tieresh independence activists which seeked an free Tiervan but within the Norgsveltian Crown Realm as an equal partner and ally of Norgsveldet. The party emphasizes Dvalian unity and Dvalheim’s unique identity. The Assembly’s 11 other seats are made up of independents coming from Dvalheim’s south which was recently annexed after the Tieresh One Month War.

The High Councilor, currently Hannah Emmerhoff, is given broad executive powers according to the Dvalian constitution. With the High Councilor being commander of the Dvalian Defence Forces with the right to declare emergency decrees and executive orders. Though can be overridden by both the upper and lower house to reject the decrees and orders. With most recent example of such an decree being Emmerhoff’s declaration of martial law at the border region with Tiervan.
