The Ropke is the lower chamber in Vekaiyu's legislature, the Kivreskov. A representative in the Ropke is called an Ropkian. The Ropke's numbers are based on population ratios between the 29 Vekaiyun provinces. This was established in order to provide adequate representation among Vekaiyu's population distribution.

A bill or a proposal originates in the Ropke. Once a 2/3 majority in affirmation (288 members voting in affirmation) has been established in the Ropke, the bill moves to the Ileskari, where a 2/3 majority must be reached. If the bill fails, it returns to the Ropke, where remedied and re-submitted to the Ileskari. If the bill fails to pass in the Ileskari, the bill fails.

Declarations of war and approval of treaties require a simple majority (216 members) for passage. Votes on declarations of war may be held privately, and traditionally have had an expediated process in order to assist the large Vekaiyun Armed Forces.

The Ropke made headlines internationally in May of 2011 when it voted to absorb neighboring Listonia into Vekaiyun territory. The actual bill itself, a 497 page document, outlined general procedures for incorporating the Listonian state and outlining general provisions on how it would be represented in Vekaiyun government. The bill remained in the Ileskari, but was officially retired after the 2016 elections.

Ropkians have three-year terms. After several delays, it was voted on by both chambers to suspend the second elections to fall on the same day as the Ileskari due in part to the formation of new parties, the formation of The Vekaiyun Union, and discrepancies in term limits for the Ropke. The last election for the Ropke occurred on August 19th, 2016. Next elections are scheduled for August 19th, 2019.

Party representation in the Ropke

No political party holds super majority in the Ropke (289 Ropkites needed for super majority), but the Vekaiyun Progressive Party came close to obtaining this distinction in 2011. Currently, no poltical party holds an absolute majority in the Ropke. This represents a dramatic shift in the chamber prior to the 2016 elections, in which the Progressive Party enjoyed a comfortable absolute majority.
