The Intercontinental Regional Security Accords, abbreviated (IRSA) is an intergovernmental military alliance for collective defense whereby its independent member states agree to mutual defence in response to an external threat or attack. The IRSA was formed from the unification of the Western Auroran Pact and independent nations at the Andel Pact in September 2006 and supports multilateralism and democracy between its 19 member states.

Since its founding, the admission of new member states has increased the alliance from the original 15 countries to 20; not including the two countries that departed the Accords since its foundation.

History

On 9 August 2005, Axdel, Morstaybishlia and the Republic of Ethalria formed a splinter defensive pact known as the Western Auroran Pact (WAP) from the ACA to rival the growing threat the fascist Matriarchy of Ethalria posed. By April 2006, Tivot and Valerica had also joined as constituent members.

Talks began as early as December 2005 for a prospective larger defensive alliance between democratic countries. The WAP sent top secret invitations to a conference meeting in Andel which extended to over 24 sovereign nations that promoted democracy. Twenty nations that were invited attended. On 14 September 2006, nine other countries separate from the WAP signed the Andel Pact. The Andel Pact established a civilian structure known as the Andel Pact Council (APC) which met weekly to form a permanent civilian and military structure. On 17 June 2008 the Andel Pact launched as the Intercontinental Regional Security Accords and headquartered in Greenwood, Nagato.

Military operations

Whilst training exercises had begun as early as October 2007, these exercises were limited to primarily Auroran and Arcturian nations conducting naval exercises in the Packilvanian Ocean and Morstaybishlian Sea. IRSA remained dormant until 2015.

Draken Sea anti-piracy

Beginning on 2 February 2015, IRSA deployed warships in an operation to protect maritime traffic in the Draken Sea from Salisar and Chibian pirates, and to help strengthen the navies and coast guards of the Morstaybishlian and Vistari colonies. The operation was approved by the Service Council and involves warships primarily from Morstaybishlia and Vistaraland though other IRSA members participated with their own vessels. Operation Draken Sea involved the protection and prevention of pirate attacks on civilian vessels entering the Hendriksville Canal and cargo vessels to and from Astrazarode.

For three months, Operation Draken Sea targeted and destroyed over fifteen pirate nests on the coast. With these efforts the operation was a success and helped abetting to increase the general level of security in the region.

Auroran-Pacific War

The assassination of Crown Prince Thadeus was discovered to have been apart of a larger Ethalrian plot to destabilise Morstaybishlia to make way for their capitulation. Great Morstaybishlian Prime Minister Walter Johannes chaired a meeting among IRSA members and enacted the mutual defence clause, which states an attack on a member is an attack on all. The invocation was confirmed on 15 June 2017 when IRSA determined that the attacks were indeed eligible under the terms laid out in the Andel Pact.

Pacific Theatre

IRSA began Operation Defend Liberty in the Pacific Ocean. A task force of Vistari, Nagatoian, Kuthern and Duellandian warships joined forces with the Oan Isles navy and targeted Strataric supply chains to Kostromastan and then Operation Crucible, which received and acted on intelligence that Stratarin was amassing its entire fleet for a full scale invasion of Morstaybishlia. From 17 July 2017, IRSA fought against the Strataric Fleet and drove them back in what is known as the Pacific Theatre.

Auroran Theatre

IRSA, led by Morstaybishlia and Axdel, led sweeping air strike missions into the couped Republic of Ethalria on key military targets to prepare for a mixed land and air invasion. Lokania and Great Morstaybishlia joined forces for the Battle of Arkenvel, Avenai and Karinthus, and were later joined by a joint force of Kuthern and Nacatan forces operating from seized Kostromastan military bases who attacked the Matriarchy from the east.

After the war, a Morstaybishlian-led restructuring of the two Ethalrian nations began, which formed the six nations of Vothetria, Kothalria, Thalria, Faethalria, Sarentria and Durentrus. Military assets of IRSA remained in the Ethaln nations as late as 2020, with the final departure from Durentrus in September 2020.

Structure

All agencies and organizations of IRSA are integrated into either the civilian administrative or military executive roles. For the most part they perform roles and functions that directly or indirectly support the security role of the alliance as a whole.

The civilian structure is known as the IRSAC (Intercontinental Regional Security Accords Council). The body has effective governance authority and powers of decision in IRSA, consisting of member states' permanent representatives or representatives at higher level (ministers of foreign affairs or defence, or heads of state or government). The IRSAC meets at least once a week and discusses major decisions regarding IRSA policies. The chair of the IRSAC and head of the civilian administration is Lancer-Valentine Jolva, former President of Axdel.

The military structure is known as the Services Council (SC) and comprises member states' Chiefs of Defence (CHOD) or equivalent. The national CHODs are regularly represented in the SC by their permanent Military Representatives (MilRep), who often are two- or three-star flag officers. Like the IRSAC, from time to time the Service Council also meets at a higher level, namely at the level of Chiefs of Defence, the most senior military officer in each nation's armed forces. The SC is led by its chairman, who directs IRSA’s military operations. The chair of the Services Council and the head of the military administration is Col Rasmar Vetrec'h of the Valerican Defence Forces.
