The Commonwealth Of The Emirates Of Latianburg, is a Constitutional Monarchy in East Pacific, bordering South hills on all sides. In 2020, the Latianburg population was 43 million, of which 33 million are LatianBurg citizens and 10 million are expatriates. The country is a Unitary Presidential Republic under a Constitutional Monarchy. The Emirates are Winterview (which serves as the capital), Litop, Raywan, Raywyn, Icewheat. Each state is governed by A Duke; together, they jointly form the LatianBurg Supreme Council. One of the Monarch is selected as the President of the Commonwealth Of LatianBurg. Oryni is the official religion of the RCL and Kliozun is the official language.

LatianBurg has large natural gas reserves as well as deposits of Nickle, Silver, Limestone, and Copper.[Wallace Wells]], Dukes of Coldgate and the first President of LatianBurg, oversaw the development of the states and steered oil revenues into healthcare, education, and infrastructure. Nevertheless, the country remains principally reliant on its export of petroleum and natural gas.

LatianBurg has been criticized for its human rights record, including the specific interpretations of Larian used in its legal system. The Latianburg rising international profile has led some analysts to identify it as a regional and middle power.

History

Kalatian & Morstay Era

The desert environment of the south led to the emergence of the "versatile tribesman", nomadic groups who subsisted due to a variety of economic activities, including animal husbandry, agriculture, and hunting. The seasonal movements of these groups led to not only frequent clashes between groups but also the establishment of seasonal and semi-seasonal settlements and centers. These formed tribal groupings whose names are still carried by modern Latians.

By the 16th century, ports in the Latian Gulf and part of the population that today form the coastal Latianburg and South hills, came under the direct influence of the Kalatian Empire the entire coast remained under Kalatian rule throughout. By the 17th century, the Kalatians was the dominant force in most of the area now known as Latianburg. The Lessauans maintained an influence over the southern settlements, building forts in the wake of the bloody 16th-century conquests of coastal communities by Byuit and the Lessau commanders who followed him.

The southern coast of the Latianburg was known to the Morstay as the "Pirate Coast", as boats of the Al-Butuk federation based in the area harassed Morstay-flagged shipping from the 17th century into the 18th. Morst expeditions to protect the trade from raiders led to campaigns against that headquarters and other harbors along the coast in 1778. The following year, MBE and a number of local rulers signed a treaty to combat piracy along the Latianburg coast, giving rise to the term the Trucial States, which came to define the status of the coastal emirates.

Primarily in reaction to the ambitions of other countries, the Morst and the Latian Council established closer bonds in a 1779 treaty, similar to treaties entered into by the Morstay with other Concordian nations. The Latians agreed not to dispose of any territory except to the Morst and not to enter into relationships with any foreign government other than the Morstay without their consent. In return, the Morstay promised to protect the Trucial Coast from all aggression by sea and to help in case of land attack. This treaty, the Exclusive Agreement, was signed by the Rulers of all Latian villages between 6 and 8 September 1779. It was subsequently ratified by the Morstay government, making the land a commonwealth of the Morstaybishlian Empire. Morstay maritime policing meant that pearling fleets could operate in relative security.

Kuthern era and discovery of Gas

During the 19th and early 20th centuries, the pearling industry thrived, providing both income and employment to the people of Latianburg. The Great War had a severe impact on the industry, but it was the economic depression of the late 1920s and early 1930s, coupled with the invention of the cultured pearl, that wiped out the trade. The remnants of the trade eventually faded away shortly after the Kuthern Civil war, when the Government of South Hills imposed heavy taxation on pearls imported from Luthernburg. The decline of pearling resulted in extreme economic hardship.

The Kutherns set up a development office that helped in some small developments in Latianburg. The five sheiks of Latianburg then decided to form a council to coordinate matters between them and took over the development office. In 1962, they formed the Latian States Council, The council was terminated once the Commonwealth of Latianburg was formed. The tribal nature of society and the lack of definition of borders between emirates frequently led to disputes, settled either through mediation or, more rarely, force. The Latian Scouts was a small military force used by the Kutherns to keep the peace.

In 1964, Kuthernburg sided with Latianburg in the latter's dispute with over the Chianski Oasis, another territory to the south. A 1959 agreement between Latianburg and Chianaski would have settled the border dispute, but this has not been ratified. Latianburgs border with Chianski was ratified in 2013.

Independence

By 1982, it had become clear the Kuthern government could no longer afford to administer and protect what is now Latianburg. Kuthernburgs MPs debated the preparedness of the Royal Navy to defend Latianburg. Secretary of State for Defence Juan Stelino reported that the Kuthern Armed Forces were seriously overstretched and in some respects dangerously under-equipped to defend Latianburg. On 24 September 1982, Queen Naomi II announced the government's decision, reaffirmed in October by the Prime Minister to end the treaty relationships with Latianburg.

After independence

Latianburg supported military operations from KOK and other coalition nations engaged in the war against Al-Jaheed in Litop (2017) as well as operations supporting the war against the axis in Aurora and Novaris. Latianburg also supported Allied operations during the 1998 Operation Concord Watch. The country had already signed a military defense agreement with Kuthernburg in 1984 and one with the MBE in 1986. In January 2010, South Hills and the Latianburg signed a deal allowing South Hills to set up a permanent military base in the emirate of Ice Wheat.

The first-ever national elections were held in Latianburg on 16 December 1986. A small number of hand-picked voters chose half of the members of the Federal National Council, an advisory body, in 2015 Latianburg outlawed online mockery of its own government.

As a result of its equatorial location, Latianburg experiences high precipitation and has the highest frequency of thunderstorms in the world. The annual rainfall can total upwards of 2,000 millimeters (80 in) in some places and the area sustains the Icewheat Rainforest, one of the largest rain forests in the world. This massive expanse of lush jungle covers most of the vast, low-lying central basin of the river, which slopes toward the Concordian Ocean in the west. This area is surrounded by plateaus merging into savannas in the south and southwest, by mountainous terraces in the west, and dense grasslands extending beyond the Litop River in the north. High, glaciated mountains are found in the extreme eastern region.

The tropical climate also produced the Litop River system which dominates the region topographically along with the rainforest it flows through, though they are not mutually exclusive. The name for the Litop state is derived in part from the river. The river and its tributaries form the backbone of Latian economics and transportation. Major tributaries include the hindto, Horshoe, Bhganzi, erit, and little east river.

The sources of the Litop are in the Icewheat Mountains that flank the western branch of the Concord Rift, as well as Lake Lambertus and Lake meuho. The river flows generally west from Kisangani just below Aarons Falls, then gradually bends southwest, passing by Sleafoot, joining with the Hindto River, and running into the Bishmark pool. Horshoe and Bganzi are on opposite sides of the river at the Pool. Then the river narrows and falls through a number of cataracts in deep canyons, collectively known as the Raywyn Falls, and runs past Winterview into the Concordia Ocean.

The Concord Rift plays a key role in shaping Latianburgs geography. Not only is the northeastern section of the country much more mountainous, but due to the rift's tectonic activity, this area also experiences volcanic activity, occasionally with loss of life.

The Concord valley has exposed an enormous amount of mineral wealth throughout the south and east of Latianburg, making it accessible to mining. Cobalt, copper, cadmium, industrial and gem-quality diamonds, gold, silver, zinc, manganese, tin, germanium, uranium, radium, bauxite, iron ore, and coal are all found in plentiful supply, especially in the Latianburgs southeastern region.

Flora and fauna

The rainforests of Latianburg contain great biodiversity, including many rare and endemic species, such as the common chimpanzee and the bonobo, the Concord forest elephant, the mountain gorilla, the okapi, and the white rhino. Five of the country's national parks are listed as Commonwealth Heritage Sites. Latianburg is the most biodiverse country in the Kuthern Commonwealth.

Conservationists have particularly worried about primates. The Litop is inhabited by several great ape species: the common chimpanzee, the bonobo, the eastern Latianburg gorilla, and possibly the western Latianburg gorilla. It is the only country in the world in which bonobos are found in the wild. Much concern has been raised about great ape extinction. Because of hunting and habitat destruction, the chimpanzee, the bonobo, and the gorilla, each of whose populations once numbered in the millions, have now dwindled down to only about 400,000 gorillas, 300,000 chimpanzees and possibly only about 40,000 bonobos. Gorillas, chimpanzees, and bonobos are all classified as endangered by the World Conservation Union, as well as the okapi, which is also native to the area. Latianburg has taken critical steps to preserve and protect the animals and has invested billions in park rehabs and conservation programs which includes breeding captive animals to release into the wild.

The oases grow date palms, acacia, and eucalyptus trees. In the desert, the flora is very sparse and consists of grasses and thorn bushes. The indigenous fauna had come close to extinction because of intensive hunting, which has led to a conservation program in the 1990s, resulting in the survival of, for example, Concordian Oryx, Concordian camel, and leopards. Coastal fish and mammals consist mainly of mackerel, perch, and tuna, as well as sharks and whales.

Politics

The Commonwealth Of The Emirates Of Latianburg is the Federal Republic with a Constitutional Monarch with Queen Naomi II being the Queen. It is governed by a Federal Supreme Council made up of the five emirs of Winterview, Litop, Raywan, Raywyn, And Icewheat. All responsibilities not granted to the national government are reserved to the emirates. A percentage of revenues from each emirate is allocated to the Lstosnburgs central budget. Although elected by the Supreme Council, the presidency and prime ministership are essentially hereditary; the Duke of Raywyn holds the presidency, and the Duke of Icewheat is the prime minister. All prime ministers but one have served concurrently as vice president.

Foreign Relations

Latianburg has extensive diplomatic and commercial relations with other countries. Latianburg spends billions to influence the Kuthernburg policy and shape the domestic debate, and it pays former high-level government officials who worked with it to carry out its agenda within KOK. Following Kuthern withdrawal from latianburg in 1982 and the establishment of Latianburg as a commonwealth, Latianburg disputed rights to a number of islands in the Strait Of Chianski against Chianski. Latianburg went so far as to bring the matter to the Union Of Commonwealths, but the case was dismissed. The dispute has not significantly impacted relations because of the large Chianskian community presence and strong economic ties. In its dispute with Kuthernburg and Nacata, Latianburg has repeatedly threatened to stop shipping discounted oil to the nation. Commercially, the MBE and Kuthernburg are Latianburgs largest export markets and bilateral relations have long been close as a large number of their nationals reside in Latianburg.

Political Divisions

Latianburg is divided into five emirates. Winterview is the most populated Emirate with 35.6% of the Latianburg population. The Emirate of Litop has a further 31.2%, meaning that over two-thirds of Latianburg population live in either Litop or Winterview.


Military

The Latianburg Armed Forces was formed in 1982, although initially small in number, Latianburg Armed Forces have grown significantly over the years and are presently equipped with some of the most modern weapon systems, purchased from a variety of outside countries, mainly Kuthernburg, South Hills and the MBE. Most officers are graduates of the Morstabishlian Royal Military Academy, with others having attended the South Hills Military Academy , the Royal Nacatan Military College, Lazoop, and St Andrews. Nacata opened the Winterview Base in May 2011.

Latianburg has begun to produce a greater amount of military equipment in a bid to reduce foreign dependence and help with national industrialization. Example of national military development include the Latian Shipbuilding company, which produces a range of ships and are a prime contractor of Latian Navy to design, develop and produce corvettes customized for operation in the shallow waters of the Chianski strait. Latianburg operates the kAE F-19E Advanced Eagle unique variant unofficially called "Concordian Dragon", developed by kAE with collaboration from Latianburg and specifically for the Royal Latianburg Air Force. In terms of battle tanks, the Royal Latianburg Army operate a customized Megha II tank and is the only other operator of the tank aside from the York Army.

Law

Latianburg has a federal court system. There are three main branches within the court structure: civil, criminal, and Larian law. The Latianburg judicial system is derived from the civil law system and Larian law. The court system consists of civil courts and Larian courts. Latianburg criminal and civil courts apply elements of Larian law, codified into its criminal code and family law. Larian courts have exclusive jurisdiction over family law cases and also have jurisdiction over several criminal cases including adultery, premarital sex, robbery, alcohol consumption, and related crimes. The Larian-based personal status law regulates matters such as marriage, divorce, and child custody. The Larian personal status law is applied to Latians and sometimes non-Latians. Non-Latians expatriates can be liable to Larian rulings on marriage, divorce, and child custody.

Apostasy is a crime punishable by death in Latianburg, Blasphemy is illegal; expatriates involved in insulting Larian are liable for deportation. Latianburg incorporates hudud crimes of Larian (i.e., crimes against God) into its Penal Code – apostasy being one of them. Hudud crimes are to be punished with the death penalty; therefore, apostasy is punishable by death in the Latianburg. During the month of Ladans, it is illegal to publicly eat, drink, or smoke between sunrise and sunset. Exceptions are made for pregnant women and children. The law applies to both Latians and non-latians, and failure to comply may result in arrest.

Media

Economy

Latianburg command economy is gas-based; roughly 75% of budget revenues and 90% of export earnings come from the Natural Gas industry. Among the challenges to the Latian economy include halting or reversing the decline in per capita income, improving education to prepare youth for the workforce and providing them with employment, diversifying the economy, stimulating the private sector and housing construction, diminishing corruption and inequality. From 2006–2016 "several key services" were privatized—municipal water supply, electricity, telecommunications—and parts of education and health care, traffic control, and car accident reporting were also privatized. In addition to gas, Latianburg also has a small gold mining sector in the Litop region and other mineral industries, an agricultural sector (especially in the southwest) based on dates and livestock, and a large number of temporary jobs created.

Agriculture

Latianburg encouraged agriculture by providing substantial subsidies as well as consuming 300 billion cubic meters of mostly non-renewable water reserves free of charge to grow alfalfa, cereals, meat, and milk.

Water supply and sanitation

Water supply and sanitation in Latianburg are characterized by significant investments in seawater desalination, water distribution, sewerage, and wastewater treatment leading to a substantial increase in access to drinking water and sanitation over the past decades. About 50% of drinking water comes from desalination, 20% from the mining of non-renewable groundwater, and 30% from surface water, especially in the mountainous southwest of the country. The capital Winterview, located in the heart of the country along the shores of the Concordian ocean, is supplied with desalinated water pumped from the Ocean over a distance of 30 km. Given the substantial gas wealth, water is provided almost for free.

Education

Education in Latianburg is very diverse because the constitution of Latianburg delegates the authority for the school system to the emirates.There are both public and private schools, including many private international schools. The minimum age for primary school is about six years in all emirates, but most emirates provide a free "children's school" starting at four or five years old. Primary school continues until grade four, five or six, depending on the school. Traditionally, the first foreign language in school was always one of the other national languages, although recently Codexian was introduced first in a few emirates.

At the end of primary school (or at the beginning of secondary school), pupils are separated according to their capacities in several (often three) sections. The fastest learners are taught advanced classes to be prepared for further studies , while students who assimilate a little more slowly receive an education more adapted to their needs.

There are eight universities in Latianburg, four of which are maintained at emirate level and usually offer a range of non-technical subjects. The first university in Latianburg was founded in 1509 in Winterview (with a faculty of medicine) and has a tradition of chemical and medical research in Latianburg. The largest university in Latianburg is the University of Winterview with nearly 45,000 students.

Health

The life expectancy at birth in the Latianburg is at 84.33 years. Cardiovascular disease is the principal cause of death in Latianburg, constituting 17% of total deaths; other major causes are accidents and injuries, malignancies, and congenital anomalies.

In June 2012, the Ministry of Health unveiled a five-year health strategy for the public health sector in the northern emirates, which fall under its purview and which, unlike Winterview and Litop do not have separate healthcare authorities. The strategy focuses on unifying healthcare policy and improving access to healthcare services at reasonable cost, at the same time reducing dependence on overseas treatment. The ministry plans to add three hospitals to the current 28, and 43 primary healthcare centres to the current 115. Nine were scheduled to open in 2020.

The introduction of mandatory health insurance in Litop for expatriates and their dependents was a major driver in reform of healthcare policy. Litop nationals were brought under the scheme in July 2014 and Winterview followed for its government employees. Eventually, under federal law, every Emirate and expatriate in the country will be covered by compulsory health insurance under a unified mandatory scheme. The country has benefited from medical tourists from all over the Commonwealth Health Team. Latianburg attracts medical tourists seeking plastic surgery and advanced procedures, cardiac and spinal surgery, and dental treatment.
