Background
The United Nations of the Auroran Continent (UNAC) is a political and economic union of 19 member states and four observer states (Nilovia, and East Malaysia) that are located in Aurora, except for East Malaysia which exists directly north of the continent. It has an area of 14,360,300 sq km, and an estimated population of around 1 billion. The UNAC has developed an internal single market through a standardised system of laws that apply in all member states. UNAC policies aim to ensure the free movement of people, goods, services, and capital within the internal market, enact legislation in justice and home affairs, and maintain common policies on trade, agriculture, and regional development. Within the Aegis Area, passport controls have been abolished. A monetary union in the form of the Auroran Continental Bank was established in 1975, utilizing many aspects of the Bank of the Morstaybishlian Empire, and came into full force a few years after. Initially under direct regulation of the ACA, the Auroran Continental Bank was reorganized as its own independent organization, in an effort to make the currency more independent of political affairs; a direct result of the "Auroran Split." The Aegis Area is composed of 15 member states, all of which use the Kirib currency, except Quartz Fern Coast.

Founding
The UNAC traces its origins from the Auroran Continental Assembly (ACA) and the short-lived Auroran Union (AU), established, respectively, by the 1976 Weyrcliff Pact and during the 2017 Sani Bursil Summit, the latter of which was formed in direct competition of the former due to apparent shortcomings in the ACA's enforcement of established policy during the Auroran-Pacific War. The UNAC, having grandfathered the former members of the ACA and the AU, consists of 19 members, and 2 observer members.
On 21 November 2017, President Nimona Alistair Poole of Emberwood Coast invited global nations to attend the International Conference of Demilitarisation and Disarmament. Member states of the Auroran Union and the Auroran Continental Assembly were asked to attend. The event began on 26 November 2017. Although the event was aimed at nations of the continent of Aurora, representatives from other nations asked and were allowed to attend. At the time, the purpose of the event was to encourage peace across the Urth. Given that the Auroran-Pacific War affected the entire world to varying degrees, the organisers felt that it was appropriate for all nations to attend. Some nations expressed their misgivings about the event. For instance, the former Minister of Foreign Affairs of the Oan Isles, Locklyn Le Roy, told the Emberitian president that the decision to invite dictatorial states (an thinly veiled allusion to the Axis nations) would dilute the purpose of the event and render its outcomes futile. Axdel, and Great Morstaybishlia supported the call, but the Oan Isles drew the attendees to concerns enumerated in an Oan government white paper on Auroran reunification. Issues highlighted included conflicted ideologies, lack of financial reparations and retribution for the Axis powers, and the geographic, political, economic and social issues that would make reunification problematic for the Oan Isles. The Republic of Ethalria was strongly against the reparations as it believed that the war had been instigated by the previous regime and Matriarchy of Ethalria and thus, it should not bear responsibility for actions perpetrated by those governments. Some countries like Dragonia agreed with the special exclusions for island nations from UNAC treaty provisions. Nevertheless, the nations agreed to establish the UNAC. They agree to the special exclusions for island nations, but refused to acknowledge the reparations and retributions. Thus, the UNAC was established on 25 June 2018 and its first President, Lara Tarasovna, was elected.
While no member state has left the UNAC, its predecessor, the Auroran Continental Assembly, saw the secession of Baykalia, a result of a major change in Baykalian leadership. The Grand Matriarchy of Ethalria, a former member of the ACA, fractured into four new nations following the conclusion of the Auroran-Pacific War, all four aforementioned nations having been instated into the Union. All four nations, however, are exempt from certain secession rules applicable to other nations in an effort to allow the nations to "chart their own course".

Legislative process
Covering nearly 17% of the world population, the UNAC in 2017 generated a nominal gross domestic product (GDP) of 29.4 trillion SH dollars, constituting between 20% and 25% of global nominal GDP. Because of its global influence, the United Nations of the Auroran Continent has been described occasionally by some as a superpower.

Principal legal instruments
History
An Act is the principal legal instrument and is defined as an instrument that represents the legislative will of the United Nations of the Auroran Continent. An Act is binding where stated in this Charter and in treaties.

The following actions are binding only by Act:
Background
# The admission of new member states (in accordance with Article C).
Pan-Auroran political thought emerged during the mid and late 20th century, prompted primarily by the devastating effects of the Auroran Imperial War. In the decades following the summit that formed the Weyrcliff Pact, ideals of Auroran unity were first introduced on the continent, with the majority of the continent adopting these new policies.
# The admission of observer states who are defined as states which have the right to send a resident observer to speak at meetings of the Council.
# The appointment and dismissal of the President of the Auroran Commission.
# The appointment and dismissal of the Auroran Commission.
# The appointment and dismissal of the Auroran Electoral Commission.
# The approval of the annual budget.
# The dismissal of a Member of Parliament.

Passage of acts
During the long interwar period, the consciousness that national markets in Aurora were interdependent though confrontational, along with the observation of a larger and growing Yasterian (In particular, the members of the Kerilo Accord and the large Pax Caliphate) market to the north, fostered the urge for the economic integration of the continent.
Security Acts and Extraordinary Acts are passed by the Council of the UNAC alone. Please see the section on Security Powers of the Council of the UNAC for more information. Otherwise acts are passed as follows:

# The President must and shall call a meeting to present the proposed Act to the Council.
The Weyrcliff Pact and The Auroran Continental Assembly(1975-2016)
# If the act is passed at least by a 50% plus one vote of all the representatives, it shall be sent to the Auroran Parliament.
# If the Auroran Parliament passes the proposal by a quorum defined in provision 32 d Article D Section 2, the Act shall be passed. A valid vote shall only be declared if a vote held according to the above quorum is met.
# If the Auroran Parliament does not pass the Act by a valid vote, the proposal for the Act shall be returned to the Council.
# If the Council passes the proposal by 66% of the member states, the proposal shall become an Act.

Council of the UNAC
After the Auroran Imperial War (AIW), Auroran integration was seen as a solution to the extreme nationalism which had devastated the continent, and the participants of the AIW would attempt a Pan-Aurora unionization. In 1976, The Morstaybishlian Empire, The Grand Republic of Salovia, The Republic of Ethalria, The Free State of Kostoria-Obertonia, The Republic of Norograd, and The Grand Matriarchy of Ethalria signed the Weyrcliff Pact, which established the baseline policy of future treaties and unions to come, in particular the then-newly-formed Auroran Continental Assembly (ACA). The first attempt at economic integration, it had relative success in its beginning years, setting the foundation for and the construction of numerous public works projects, most notably the Auroran highway system and the continent-widespread adoption of the Kirib as the de facto currency of Aurora.

Security powers
Renewed Rise in Nationalism and The Auroran Split (1996-2017)
The Council shall have sole jurisdiction over matters of security. It shall have the power to pass Security Acts. These carry the weight of Acts and must be passed by a 75% vote of the member states of the Council and are binding on the following:

# The suspension of a member.
The end of numerous civil wars, including the Lyrevale Civil War in 1987, the Norograd Civil War in 1996 and the Salovian Civil War in 2005 resulted in a dramatic rise in nationalism, especially within the former Salovian territories of Kostromastan and Baykalia. Radical nationalist factions within Ethalria also saw their popularity slowly grow through this period, and over time the growth of these factions would eventually result in the escalation of tensions within the continent. Ethalria along with the northern half of the Kostrom Confederation would form an alliance of its own, known as the Axis. Despite the obvious threat this alliance posed to the continent's peace, the ACA would do nothing in opposition to it. In response to this lack of action, the Oan Isles sent to other Auroran nations an offer to join a new union that would take the form of the Auroran Union. The nations of The United Kingdom, Tivot, Tuvaltastan, Blueacia, The Oan Isles, and The Yor Isles would ratify the Auroran Union's treaty. This rapid ratification would soon be called the "Auroran Split" by some.
# The enforcement of a no fly zone.
# The enforcement of a blockade.
# The declaration of emergency by which the Council shall have the power to pass Temporary Acts which are full Acts.

They have the power to pass Extraordinary Acts:
The Aurora-Pacific War and The Aura Reunification Summit of 2018 (2017-Present)
# An Extraordinary Act is defined as an Act which falls outside the procedure for, but carries the weight of, an Act.
Geography
# An Extraordinary Act may be passed by a unanimous vote of the member states of the Council of the UNAC.
# An Extraordinary Act is binding on the following:
## The dissolution of the Auroran Parliament.
## The dismissal of the Court of Justice.
## The expulsion of a member.

Composition and appointment
# The Council shall be made up of one representative of each member state.

Urbanisation
The Auroran Parliament is the lower house of the legislature of the UNAC. It is seated in Aura.
The continent contains numerous densely-populated metropolitan areas, notably the Sani Bursil Metropolitan Area, the Aura Metropolitan Area, the Imperium Metropolitan Area, and the Shagonar-Kar'topi Metropolitan Area. A continent-wide highway system connects most, if not all of the major urban areas.

Languages
Resolutions
The Auroran Parliament's has the power to pass resolutions, debating legislation and political issues, approving acts of the UNAC, and receiving reports from Commission members. A resolution of the Auroran Parliament is defined as a non-binding recommendation or opinion. A resolution is passed as follows:

# A resolution may be proposed by any member of the Auroran Parliament before a sitting.
The UNAC has 23 official languages: Codexian, Minarin, Unonian, Axdan, Simplified Staynish, Old Staynic, Corstanese, Lishboyara, Labian, Jubliakese, Rekliese, Calth, Higher Miyaron, Horkalese, Lower Miyaron, Justelvardic, Amos Noc, Accerus, Atlantean, Blueacian, Wachovian, Kostuvian, and Oan. Important documents, such as legislation, are translated into every official language and the Auroran Council provides translation for documents and plenary sessions. Due to the high number of official idioms, most of the institutions use the global lingua franca of Codexian. Even though language policy is the responsibility of member states, UNAC institutions promote multilingualism among its citizens.
# Their proposal must be seconded by another member of the Parliament.
# The Speaker shall proceed to call a vote.
# The resolution must be passed by a 50% plus one vote of a quorum constituted as 66% of the Members of the Auroran Parliament.

The Auroran Electoral Commission oversees the election process as follows:
The Charter of the United Nations of the Auroran Continent is a treaty which sets out the founding provisions, composition, and structure of the UNAC. In practice, it is the Constituting legislation of the UNAC and is binding on all members who are admitted into the bloc. It sets out the fundamental rights of the citizens and residence of member states and it delineates the relationship between the UNAC as an organization with its members. It also sets out the foundations of the relations between member states. More broadly, it governs the collective relationship of the UNAC member states with nations outside the bloc. This treaty focuses on clearly dividing political power and balancing the interests of individual states with the broader collective with a view to preventing continental wars such as the Auroran-Pacific War. It's efficacy in this regard is disputed.
Member states
The Charter sets out the criteria for membership. A prospective member must have its capital city in the Auroran geographical region, it must be able to peaceful administer at least 95% of its claimed territory and it must have at least peaceful relations with other Member states. Upon meeting the criteria, that nation is voted in by the Council of the UNAC. === President ===
The incumbent President is Lara Tarasovna. They are appointed as follows:
UNAC member states retain all powers not explicitly handed to the Union. In some areas the UNAC enjoys exclusive competence. These are areas in which member states have renounced any capacity to enact legislation. In other areas the UNAC and its member states share the competence to legislate. While both can legislate, member states can only legislate to the extent to which the UNAC has not. In other policy areas the Union can only co-ordinate, support and supplement member state action but cannot enact legislation with the aim of harmonizing national laws.

# The President of the Commission shall be appointed by the Council of the UNAC with the approval of the Auroran Parliament.
That a particular policy area falls into a certain category of competence is not necessarily indicative of what legislative procedure is used for enacting legislation within that policy area. Different legislative procedures are used within the same category of competence, and even with the same policy area.
# The President must meet all the criteria by which he can be a member of the Auroran Parliament.
# The President shall not be a member of the Auroran Parliament unless they have resigned.
# The President shall have the power to summon and preside over meetings of the Commission.

Membership
The United Nations of the Auroran Continent has continued the single market originally instated by the Auroran Continental Assembly, now reorganized as the Single Auroran Market. The Single Auroran Market, or SAM, consists of all UNAC members on the mainland territory of Aurora, as well as some non-UNAC members who participate in the SAM.

Internal market
Rights of members
The Charter of the UNAC stipulates that member states have the following rights:

# All nations shall have the right to freely use their airspace, territorial waters and lands respected and protected from invasion.
Free movement of capital is intended to permit movement of investments such as property purchases and buying of shares between countries.
# All nations shall have the right to the free use of international waters.
# All nations shall have the right to enact laws in line with the will of their people.
# All people shall have the right to self determination.
# All people shall have the right to practice their cultural and religious beliefs.
# All nations shall have the right to enter into alliances and raise armies and navies for their defence.

Conditions of membership and admission
The free movement of persons means that citizens under the UNAC can move freely between member states to live, work, study or retire in another country. Exceptions to this policy exist, notably Dragonia and Oceansend, to minimize the flow of workers into their nations.
The Charter of the UNAC places the following conditions on member states:

# Candidate must have its capital city on the Auroran continental shelf
The free movement of services and of establishment allows self-employed persons to move between member states to provide services on a temporary or permanent basis.
# Candidate must have a peaceful governing body in control of 95% of its claimed territory
# Candidate must have cooperative, if not peaceful relations with all UNAC members
# A simple majority vote in the Auroran Council is needed to admit qualified candidates into the UNAC
# Members may be suspended with a 50% plus one vote
# Members may be expelled with a two-thirds majority vote
# All Conventions and Resolutions agreed to by the members become binding on all new members upon accession
# Any member may secede from the UNAC, but all obligations to the UNAC are binding until the cede date, with a 3-4 year window to remove all connections to the UNAC after which the Council of the UNAC has the power to sever ties as it sees fit.
# The Council of the UNAC shall have the power to issue a waiver of the above provision by ⅔ majority vote.

The Flag of the UNAC consists of three horizontal stripes, two of which are burgundy, and the central stripe being yellow. A symbol resembling Sol takes up much of the left half of the flag, and has blue and yellow rays stretching out from a yellow center. Within the center of the yellow circle is the main continent of Aurora. Notable exclusions from the flag are Justlevard, The Oan Isles, and numerous other minor islands. Controversy has sprouted from the omission of a major UNAC member from the flag, with many advocating for a change in the flag to include the missing nations and territories.

Background

Founding

On 21 November 2017, President Nimona Alistair Poole of Emberwood Coast invited global nations to attend the International Conference of Demilitarisation and Disarmament.[1] Member states of the Auroran Union and the Auroran Continental Assembly were asked to attend. For instance, the former Minister of Foreign Affairs of the Oan Isles, Locklyn Le Roy, told the Emberitian president that the decision to invite dictatorial states (an thinly veiled allusion to the Axis nations) would dilute the purpose of the event and render its outcomes futile.[2] Neverthless, all the member states of the ACA and AU as well as external nations such as Kuthernburg,[3] Tretrid,[4] South Hills,[5] East Cerdani,[6] Vekaiyu and Lokania, and the former nation of the Republic of Ethalria.

The conference covered a number of issues such as nuclear disarmament and chemical weapons, but it involved discussion on the reconciliation of the former Axis nations who remained in the ACA and the former Allied nations who formed the AU. Lara Tarasovna, former Grand Minister of Tuvaltastan and incumber President of the UNAC, was the first political leader to explicitly call for the establishment of the UNAC and is credited with coining its name.[7] Axdel, and Great Morstaybishlia supported the call, but the Oan Isles drew the attendees to concerns enumerated in an Oan government white paper on Auroran reunification.[8] Issues highlighted included conflicted ideologies, lack of financial reparations and retribution for the Axis powers, and the geographic, political, economic and social issues that would make reunification problematic for the Oan Isles.
