The Council of State is a body of the government of Packilvania which is responsible for enforcing laws relating to the succession to the Imperial Throne of Packilvania.
Function
It has the following roles:
- Provide and maintain a list of the line of succession to the Imperial Throne
- Receive the abdication of the Sultan of Packilvania
- Formally proclaim the ascension of a new Sultan to the Imperial Throne
- Declare the incapacitation of the Sultan of Packilvania
- Pass rules regarding the line of succession to the Imperial Throne within the boundaries of the Constitution. The constitution prescribes that the throne shall pass by agnatic primogeniture to legitimate Paxist male heirs of Amhoud I but the Council of State can pass additional rules clarifying or expanding upon this.
- Interpret the meaning of the Constitutionally delineated succession laws
- Resolve disputes regarding succession to the Imperial Throne
Composition
Statutory members occupy their positions ex officio meaning because they occupy some other position. Discretionary members are appointed by the Sultan. Discretionary members occupy their seats for life, while statutory members occupy their seats for as long as they occupy their positions. The sitting Sultan cannot remove discretionary members who were appointed by a previous Sultan except with the consent of a majority of the Council of State. If a seat does become vacant, the Sultan can appoint a member to that post.
