The Council of Ministers of Packilvania (Packilvanian: luMijhalis aleVazeer aBakhilfaniya) is the highest advisory body to the Sultan of Packilvania. It runs the administration of the country and executes decrees. Members of the Council of Ministers are called Ministers and they oversee executive government departments. They also have the power to issue regulations and rules as determined by decree. Most of the decrees issued by the Sultan are drafted by the members of the Council of Ministers. In reality, the Council of Ministers composes and proposes decrees for the approval of the Sultan. The Sultan appoints all the members of the Council of Ministers and can dismiss them at will.

Members

All members of the Council of Ministers are Princes of the House of Bedon and bear the style of His Imperial Highness.

Departments

Formally known as Imperial Departments (leBawaab leShahitishme which directly translates to "the Imperial Gate" in Packilvanian), departments are helmed by a Minister of the Crown (muVazeer aluKhroon which directly translates to "Vizier of the Crown"). They are responsible for supporting the Minister to whom they are assigned, drafting legislation and regulations for that Minister to issue, conducting research and reporting on issues within the scope of the competence of the Minister to whom they are assigned, and overseeing the work of the other government entities under the purview of their Minister.

Most of these Departments took over from Commissariates of the Politburo of the Packilvanian Communist Party in 1985 after the Second Packilvanian Civil War. Many Commissariates were abolished namely Population Control, Propaganda, Party Disciplinary Inspectorate. The types of Departments remained the same during the reigns of Sultans Amhoud I, and Amhoud II. Sultan Namdun III raised 2 junior ministers in the Office of the Prime Ministers to Council of Minister level and appointed the first female Minister. Sultan Thumim V added 8 departments, 3 of which separated functions from existing Imperial Departments, and 2 were made standalone departments and moved 1 junior to another Minister. As of 24 December 2022, the Departments which comprise the Council of Ministers are as follows.

Office of the Prime Minister

Known in Packilvanian as luBuriy amuRayeesgur, the Office of the Prime Minister supports the highest ranked member of the Council of Ministers, the Prime Minister of Packilvania. The Prime Minister chairs meetings of the Council of Ministers and supervises the work of the executive branch. To that end, the Office of the Prime Minister organises Council meetings, and publishes supporting documents such as minutes and agendas. Beyond acting as the de facto secretariat of the Council of Ministers, the Office of the Prime Minister oversees the Public Administration of Packilvania also known as the Civil Service.

Office of the Crown Prince

As of 24 December 2022, the Office of the Crown Prince is vacant. Known in Packilvanian as luBuriy amuMamlukmne muBas, it is responsible for supporting the Crown Prince of Packilvania in the exercise of his duties. Under Namdun III, the Office of the Crown Prince, also included the Deputy Crown Prince.

Office of the Special Advisor to the Sultan

Founded on 24 December 2022 and known in Packilvanian as luBuriy amuNasih muIkhtimiy wemuShultan, the Office of the Special Advisor to the Sultan is responsible for supporting the work of the Special Advisor to the Sultan who as of 24 December 2022 is former the Deputy Crown Prince, Prince Abuyin. This title and the accompanying office are reported by political analyst Jabeer Ilhameed of the Bingol Imperial University to have arisen because Sultan Thumim V did not want to appoint Prince Abuyin, his younger brother and heir presumptive, as Crown Prince of Packilvania. It is reported that he wanted him to retain his ministerial post without assigning him to a specific portfolio.

This office includes the department of Imperial Affairs which is responsible for managing the relationship of the executive branch with the Imperial Court of Packilvania and the Sultan of Packilvania.

Imperial Department of Justice

The Imperial Department of Justice known as luBawaab luShahitishme aluQadamiyat supports the Minister of Justice. The Minister of Justice is responsible for overseeing the work of the judicial branch, including courts and parole boards, and advising the Council of Ministers on legal issues that it may encounter in the line of its work. This Department is directly responsible for employing Magistrates and Judges of Religious Courts based on the frameworks of the Commission for Judicial Appointments. Additionally, it can also dismiss Magistrates based on recommendations of the Commission for Judicial Discipline. Furthermore, it registers and oversees the Law Societies and Bar Associations which accredit the credentials of attorneys and advocates respectively. It formerly oversaw law enforcement and correctional services, but these functions were transferred to the Imperial Department of Public Safety. This department provides administrative, human resource management, financial, security and other support for the judicial branch.

Imperial Department of Energy

Known as luBawaab luShahitishme aluBaraq in Packilvanian, the Imperial Department of Energy is helmed by the Minister of Energy, currently Prince Udahid. The Minister is responsible for overseeing the energy industry in the country. This entails oversight of power utilities. This Department had its oversight of mineral exploration and extraction severed in December 2022, except for its oversight of hydrocarbon exploration and extraction.

The National Hydrocarbon and Energy Regulator is part of this department and is responsible for drafting frameworks and policies that guide provincial governments in the issuing of hydrocarbon mining licenses, regulating the distribution, storage, transport and safety concerning hydrocarbons as well as hydrocarbon-based power utilities. Environmentalists such as the Coalition for Combating Climate Change have called for the powers of this regulator to be transferred to the Department of the Environment and Water.

Given that provincial governments have control of power production, transmission and distribution in their respective provinces, the National Electricity Coordinating Authority exists to facilitate the distribution of electricity including between provinces. This includes cross-border transmission lines and assisting provinces which struggle with power production to access production capacity in other provinces.

Imperial Department of State Security

The Imperial Department of State Security (luBawaab luShahitishme aluHimay aluSuvraan) is headed by the Minister of State Security, currently Prince Lohadek. This department oversees 3 of 5 intelligence agencies of Packilvania, namely the Packilvanian State Security Agency, the Cyber and Telecommunications Security Agency, and the Foreign Intelligence Agency. It is the de facto pillar on which surveillance and censorship in Packilvania is built. The department is thus responsible for drafting policy with respect to intelligence and holding them accountable for their work.

The Minister also has the power to authorise certain types of operations as delineated by the Intelligence Community Consolidation and Regulation Act and related Decrees issued by the Sultan. The Office of the Intelligence Inspectorate (part of the department) audits, reviews, appraises and reports on the intelligence agencies to the Minister. Although the Sultan has the power to appoint and dismiss directors of these agencies, the Minister can make recommendations with respect to their appointment and has the power to order the dismissal of various senior members and to regulate the appointment of junior personnel.

Imperial Department of Defence

Arguably the largest single employer not only in Packilvania but in the world, the Imperial Department of Defence (luBawaab luShahitishme aluJaheed) is responsible for oversight of and providing administrative support to the Packilvanian Armed Forces. This includes human resource management, budgetary oversight, approval of projects and deployments, and procurement of the equipment of the Packilvanian Armed Forces. The incumbent Minister of Defence is Prince Kiran.

The Imperial Department of Defence conducts research on military strategy, structures and other elements, proposes policies and legislation, and publishes reports with respect thereto. It also manages relationships with the militaries of other nations including sharing of technology and information, execution of joint exercises, management of overseas bases and facilities. Additionally, it also oversees the Military Intelligence Agency, one of the intelligence agencies of Packilvania. It also oversees the Military Science and Technology Research Agency (which conducts research and development for military applications), and the Office of the Military Inspectorate (which monitors and investigates complaints relating to the military).

Imperial Department of Foreign Affairs

Translated as luBawaab luShahitishme aleLaheed leZayeen, the Imperial Department of Foreign Affairs supports the Minister of Foreign Affairs also known as the Foreign Minister, currently Prince Alawadun. The Department oversees the Diplomatic Service which consists of the ambassadors, consuls, and their embassies and consulates respectively who facilitate relationships with foreign nations.

This department also reviews, advises on and drafts treaties and international agreements for Packilvania. The Minister is often directly involved in high level negotiations pertaining to important negotiations with foreign nations. He can advise the Sultan on the appointment of ambassadors, the recognition of foreign nations, and the ratification of treaties with foreign nations.

The most controversial part of its work, according to several authors such as Dumeed Shalbaar in his book Friend or Foe: the Non-State Belligerent, is the oversight of the Packilvanian Expeditionary Force. This is a paramilitary organisation with quasi-intelligence functions that supports and develops non-state belligerents and revolutionary movements, interferes in the internal and political affairs of other nations and eliminates foreign leaders among other functions.

Imperial Department of Education

This Department (luBawaab luShahitishme aleMadrasifiya) is responsible for researching and reporting on, recommending policies and legislation and issuing regulations regarding education. Because provincial governments have substantial control over education in the country, this department is in charge of coordinating them and creating frameworks for educational matters spanning the entire nation.

This includes control over the Packilvanian Qualifications Authority which is responsible for registering and recognising qualifications and creating the Packilvanian Qualifications Framework which enables comparison of qualifications between provinces and with foreign nations. Additionally it controls the Council for Tertiary Education which is responsible for ensuring that tertiary qualifications and the bodies that control them meet the minimum standards set by the Imperial Education Act.

It oversees the Packilvanian Language Board which is responsible for regulating the Packilvanian language including orthography, grammar and vocabulary.

Imperial Department of Home Affairs

The Imperial Department of Home Affairs (luBawaab luShahitishme aleDhakeel) is responsible for population registration and management of relationships with local and provincial governments. This was arguably the most powerful department in the country after the Department of Defence because it formerly controlled social welfare, pensions, and labour relations, functions that were transferred to a dedicated department In December 2022.

Unlike most departments, its work is direct-to-consumer. It has branches and offices throughout the country which facilitate its functions of registering and recognising deaths, births, emigration, naturalisation of new citizens, permanent residence status, marriage, transfer of titles of the nobility of Packilvania, and associated activities. This can also encompass issuing accompanying licenses, certificates and identifying documents. Furthermore, it conducts a census of the population every 10 years, and uses data from hospitals and mortuaries etc. to estimate the annual population of Packilvania.

This department also employs the Rayees aluTamrir (Administrator) of all the local governments (the lowest of the administrative divisions of Packilvania). These officials are responsible for the technical management and administration of all the local governments in the country. Furthermore, it proposes legislation and policy with respect to the boundaries and powers of provinces and local governments. Through the Office of the Sub-national Inspectorate, it reviews and monitors all sub-national entities including Antimovo & Samokov.

Imperial Department of the Environment and Food Security

With the Packilvanian name luBawaab luShahitishme aluBidhamloheem nadine luBab weleTagidh, the Department of the Environment and Food Security is responsible for nature conservation and access to nutrition. This entails supporting and coordinating projects with provincial and local governments that support agriculture, food processing, forestry, and fishing, and well as conducting research, reporting on, proposing policies and legislation, and collaborating with foreign nations regarding environmental and food security issues. It is also the government's representative shareholder of the Agricultural Bank of Packilvania.

This department also works with universities in Packilvania to encourage research on natural issues through supporting research projects. It also regulates the endangered and threatened status of species in the country including their hunting and use, and protection therefrom. It also sets regulations with regard to air and water pollution such as carbon emissions from power plants, factories and transport vehicles, as well as other areas of state policy, agricultural and industrial run-off and the use of chemicals among others. As environmental consciousness has taken more of a role in the country, this department has regulatory powers that spans the entire economy.

Imperial Department of Tourism, Recreation and Sports

The Imperial Department of Tourism, Recreation and Sports (luBawaab luShahitishme aleYazurishme, lePajeerishme nadine leLayeeb) is responsible for supporting the Minister of Tourism, Recreation and Sport. It is responsible for promoting tourism including advertising the country abroad, funding, supporting and undertaking projects and proposing policies and regulations that make Packilvania more attractive to foreign visitors. It has control over the influx of foreign adherents of Paxism whose itinerary includes visits to the Three Sacred Temples of Paxism by setting quotas and limits which are enforced by the Department of Foreign Affairs when approving visas.

The Department is also responsible for overseeing and promoting sports. This includes supporting, funding and undertaking competitive professional and amateur sporting leagues, supporting and funding national sporting teams and national sporting associations. It directly oversees the Packilvanian Sports Association which is represents all sports in the country including managing the country's participation in international sporting bodies and competitive such as the Aldanic Games, the Series One World Championships, Urthvision Songfestival, and the International Coalition of Association Football Regional and World Cups.

It also works with provinces to develop policies, regulations and legislation around gambling, and protected cultural sitesIt is the primary authority when Packilvania hosts an international sporting event like the 2022 Packilvanian Grand Prix. .

Imperial Department of Finance

The Imperial Department of Finance (luBawaab luShahitishme aluKhazeen) is arguably the oldest government department because it traces its heritage to the Imperial Treasury of Ishak the Great, the first High King of Packilvania of the Zubraynite dynasty in the 13th century CE. Hence its Packilvanian name actually means "Imperial Gate of the Treasury".

It is responsible for developing and proposing the annual budget and the country's fiscal policy. This includes oversight of and proposing new government borrowing, spending and taxation. It also controls the finances of the government including authorising the Packilvanian Central Bank to disburse funds to government departments, provincial governments and state-owned entities.

In fact the Packilvanian Central Bank is accountable for its work to the Finance Department because it acts as the issuer of the national currency, the Packilvanian dinar, is the lender of last resort, and leverages its control of monetary policy to control inflation, and is the banker of the government including controlling its foreign exchange and precious metals reserves. Through the Office for Fiscal Discipline, this department assesses, monitors and reports on the health of the budget and makes recommendations to ensure its disciplined management.

It also has direct oversight of the Imperial Revenue Services which is responsible for collecting taxes, customs duties etc., monitoring and investigating tax fraud, and advising the Minister on tax policy. It also controls the Statistics Bureau which collects, analyses and reports on data with respect to matters of economic importance such as economic growth, inflation, unemployment etc. This Department also makes policy and legislative recommendations with regard to any matter that it believes is economically relevant.


Imperial Department of Housing and Urban Development

Known in Packilvanian as luBawaab luShahitishme aleBayeet nadine luNumoon aleShtar, the Department of Housing and Urban Development is responsible for dispensing funds for public housing projects and coordinating such projects with provincial and local governments. The department also conducts research and reports on and proposes and executed policy and legislation with respect to housing and urban development. It shares a lot of responsibility for housing and urban development with provincial and local governments thus it also coordinates housing and urban development projects between provinces for instance between Bingol and Mekedesh.

Imperial Department of Transport

Imperial Department for Workers, Social Welfare and Pensions

Known in Packilvanian as luBawaab luShahitishme ameShugul, luBenaan aluMulak nadine leBazrataqud, this department was founded in December 2022 and assumed some of the functions of the Department of Home Affairs. It is responsible for proposing legislation and policy, conducting research and reporting on, and issuing regulations with respect to social welfare, workers and pensions. This includes setting the retirement age, regulating pensions funds, issuing social welfare payments to vulnerable communities and issuing government pensions to civil servants employed by the imperial government.

It also issues regulations with regard to occupational health and safety standards, overtime payment, maximum and recommended working hours, worker training and professional development, dismissal, retirement, resignation and appointment of workers. It oversees the Commission for Labour Relations Dispute Resolution which is responsible for mediating and arbitrating disputes between employers and employees. Furthermore it oversees the Office for the Worker's Rights Inspectorate which is responsible for receiving, investigating, reporting on and making recommendations with respect to complaints about employers.


Imperial Department of Natural Resources

Known as luBawaab luShahitishme aleSawlid leBidhamloheemlishme in Packilvanian, this department was established in December 2022, to oversee and regulate mineral exploration and extraction in the country. Although provincial governments have the power to issue mining licenses and own the land on which mining activities take place, this department is responsible for creating regulations regarding mineral extraction. This function was previously vested in the Department of Energy. Environmentalists such as the Coalition for Combating Climate Change had lobbied then Prince-Regent Thumim to move these powers to the Department of the Environment and Food Security. Instead this department was created to focus on mining issues.

Helmed by Princess Yadika, it also monitors the sale of rare and precious metals and proposes policies on mineral exploration and extraction. It manages relations with private and state-owned mining entities and with the provincial authorities which have jurisdiction over mining issues.,

Imperial Department of Public Safety

Founded in December 2022 and formally known as luBawaab luShahitishme aluHimayfiyishme aluMulak, the Imperial Department of Public Safety is responsible for overseeing law enforcement and correctional services. This function was previously reserved for the Department of Justice. The Department of Public Safety controls Imperial funding for law enforcement and correctional services and develops the frameworks that guide law enforcement and correctional services in the country. Furthermore, it coordinates the sharing of resources and information and enforcement of warrants across provincial lines. It faciliates cooperation with foreign law enforcement agencies on public safety issues.

The provincial law enforcement agencies are accountable to the Minister of Public Safety and the Office for Police and Prisons Inspectorate ensures that law enforcement agencies and correctional services do their work. The Packilvanian Special Investigations Directorate (PSID) forms part of this agency and it investigates crimes that are greater than the resources and skills of the provincial agencies. This Department also develops policies with respect to policing and correctional services in the country.

Imperial Department for Women, Children and the Disabled

Prior to 24 December 2022, this department was known as the Department of Women's Affairs and was part of the Office of the Prime Minister. Sultan Thumim V elevated it to the luBawaab luShahitishme ameFamiy, meTafeel nadine meMayaq, and expanded its scope. Helmed by former Minister in the Office of the Prime Minister for Imperial Affairs, Princess Abdina, it is responsible for conducting research on, supporting projects and proposing legislation with respect to women, people with disabilities and children.

It took over control of publicly run orphanages, social workers and the foster care and child adoption system from the Department of Home Affairs. It now runs, supports or works with other government bodies to provide shelters for people fleeing from abuse and other adverse situations. It is responsible for developing and executing policies that make public facilities more accessible for people with disabilities and other conditions. The Office of the Women's, Children's and Disabled People's Rights Inspectorate is responsible for investigating complaints of violations to legislation regarding the rights of women, children and disabled persons in the country within the framework of existing legislation.

Imperial Department for Legislative Affairs

This Department was part of the Office of the Prime Minister before December 2022. Thereafter it was declared standalone department and its scope was widened. Known in Packilvanian as luBawaab luShahitishme aleKhanoniyat, it is helmed by the Minister of Legislative Affairs. This Department administers all the elections, lotteries and selections of legislative bodies in the country. It manages relations between the executive and legislative branch. It provides administrative support and financial management of the Parliament of Packilvania. It exercises oversight of all legislative bodies, publishes all legislation in the country and receives reports from all presiding officers of legislative bodies.

Imperial Department of Public Enterprises

This Department (which is formally known as luBawaab luShahitishme aleChubaal aluSuvraan) was founded in December 2022 and is responsible for coordinating and overseeing the government's management and control of state-owned companies. Except for a few companies placed directly under the control of a different department or owned by a subsidiary entity of the government, it is the government's representative shareholder on state-owned companies. Thus, it votes on matters reserved for shareholders such as approving the annual budget, major projects, appointment of the Boards and CEOs, liquidation, mergers, acquisitions and cessations etc. Where another department has oversight, it exercises these functions according to frameworks emanating from that department.

Imperial Department for Religious Affairs

The Imperial Department for Religious Affairs (luBawaab luShahitishme aleSlamiya) is responsible for managing the government's relationship with religion in Packilvania. This includes registering, recognising and abolishing religions and religious bodies. It also appoints voting representatives to the governing bodies of all religious minorities in the country. It also holds them accountable by receiving reports on their work. It provides the Department of Legislative Affairs with a list of valid recognised religious minority bodies and their representatives.

It manages the government's relationship with the Magisterium of Paxism including the disbursal of state funds to that body, recommending the appointment or dismissal of clerical officials within Packilvanian territory, regulating the activities of entities and persons affiliated with the Magisterium within Packilvania, promoting the proliferation of Paxism abroad and its entrenchment within the country through recommending policies and legislation regarding broadcast and media, entertainment, attire, etiquette, public holidays, among other things.

It reviews legislation to ensure it aligns with the Canon Law of Paxism and makes recommendations to bring it into alignment. It provides for the maintenance, protection and improvement of religious sites also recognised as national landmarks including the Temple of the Authority, Temple of the Restoration and the Memorial of the Jovian Gate. It excised control over religious law enforcement from the Magisterium of Paxism, meaning that it directly controls the Packilvanian Religious Police which is responsible for enforcing canon law and other laws emanating from Paxist moral doctrines. The Supreme Magister of Paxism is required to submit a report regarding the work of the Magisterium to the government via this department.
