Reelected in 2005, she resigned from her position in order to take her seat in the Federal Council following her victory in the 2008 elections. Surkova served two terms as a Federal Councilor before winning her party's nomination for the 2016 Volkian presidential election.

Surkova won 63.71% of the vote in the second round of voting and became the first woman to hold the office of the presidency, as well as becoming the second youngest person to hold the office. Surkova's victory also extended Social Democratic control over the Volkian government; the Social Democratic Union has held the presidency since 1992 and a majority of seats in the National Assembly since 1996.
