The Imperial City of Bingol is the capital and largest city in Packilvania.

The city is among the oldest in the country and has historically been among the most strategically and politically significant cities in the country. Prince Ishak of Tashkar established the rule of the Zubraynite Dynasty after conquering the city. The Sultanate of Packilvania was first declared by Sultan Saidun after he took over the city. The First and Second Packilvanian Civil ended when the city was taken by the Communists in 1917 and the Monarchists in 1987 respectively. The government of the country currently resides here.

The city has a high level of religious significance in Paxism as one of the three holiest sites (along with Akas Akil and Adrien) as the location of the Temple of the Authority. It is a major site of pilgrimage. Many historic events relating to the development of Paxism occurred here. For instance, High King Melkezedek established the Magisterium here following the Council of Bingol. Although the Magisterium moved to Adrien when High King Jezril IV was overthrown, it returned when Sultan Saidun the Conqueror re-united the country. It was deposed as the highest authority of Paxism and had to leave the city, but returned on the restoration of the Sultanate by Amhoud I. Given its rich religious history it has a large number of historic sites and has a high proportion of Paxist adherents.

Bingol city proper has a population of 25,180,890 people but the Great Bingol Metropolitan Area which included development outside of the Bingol city government's authority is estimated to contain over 44 million people. As other areas of the country, Packilvanian is the most widely spoken language. The vast majority of the population consists of Felines. Due to economic opportunities and proximity to global markets rural residents and residents from other cities have flocked to Bingol. Furthermore, the largest proportion of foreigners in the country live and work in Bingol.

The city is also the locus of the Packilvanian economy. It is the location of the Packilvanian Central Bank. Many large private and public firms are located here. The city has a GDP per capita of 25,120 kirib and a GDP of 632,543,956,800 kirib. The city houses the top 10 largest stock exchange in the world the Bingol Stock Exchange. It is a center of trade through the port of Bingol. The city is also among the largest emitters of carbon dioxide and consumers of water in the country. The Mayor of Bingol is closely integrated with the central government to ensure state control of the city.

The city was described by the Defiant as the "scariest capital city in the world" due to the presence of crucified bodies outside the city limits, dead bodies of criminals hung in public spaces, 24-hour CCTV surveillance, large banners and billboards of the Sultan and Imperial Family encouraging people to "Assimilate" as well as other propaganda, large presence of religious and secular police, and the large presence of Pax Drones. Nevertheless millions flock to the city every year to do business and visit religious and tourist sites such as the Bingol Royal Palace.

History

Bingol is probably the oldest continuously settled city not only in Packilvania but in the world as well. There are fossils that point to the area being inhabited by sentient beings over 1 million years ago. The oldest known settlement is a paleolithic village, remnants of which survive in the form of cave paintings, and stone tools, with estimates suggesting the oldest settlements being over 100,000 years old.

The first recorded settlement was the city of Yasmoon believed to have been founded over 10,000 years ago. It is believed it was destroyed and replaced by a city called Rebad not far from that over 7,000 years ago. Rebad was destroyed and replaced by the city which stands today over 5,000 years ago. The first mention of the word Bingol is attested to a Komixemun stone tablet over 4,000 years ago with the first written Packilvanian mention of the word being around 3,700 years ago.

The first known polity is the First Kingdom of Bingol which is traced to over 3,500 years ago and was ruled by the Umhadeen dynasty. The Umhadeen dynasty fell to civil war over 3,200 years ago. It was replaced by the Hashmad dynasty over 2,900 years ago which developed construction methods that enabled large stone buildings. The Soldaan dynasty took over the city after a major natural disaster ended Hashmad rule over the city around 2,700 years ago. They were known for the construction of the Great Outer Wall. The Khaned dynasty ruled over city after a fire spread over the city and killed thousands of people over 2,200 years ago. They were known for the invention of some of the oldest seismographs.

The Shamood Kritarchy, founded over 2,100 years ago, saw a system of appointed judges from a variety of families and tribes rule over the city and extend its rule over 700 kilometers in all directions. The Khamel Priesthood took over the city over 1,800 years ago and imposed Yehudite Paxism over the city and formally converted it. They had come from Yehudah to end the Shamoodite Paxism that was used by the Kritarchy. A monarchy was restored under the Warmad dynasty over 1,680 years ago.


Bingol was taken over by the Iktanite dynasty over 1,325 years ago after Obed III, the last Warmadite King, attempted to add his own chapter into the Writings of Paxism. His followers exist till today and are known as the Obedites. Iktan the Devout built the first Bingol Royal Palace. Over 1040 years ago, Melkezedek the Great commissioned the Bas Magdamar which was approved by the infamous Council of Bingol of 980 which resulted in the establishment of the Magisterium of Paxism. It was commemorated with the construction of the Temple of the Authority which was completed under High King Thumim IV.

Following the collapse of the Iktanite dynasty under Jezril V, the Rulhanite dynasty took over the city, led by King Rulhan I, whose dynasty had by far the biggest impact on the Temple of the Authority. His dynasty was usurped by Prince Ishak IV of Tashkar who founded the Kingdom of Tashkar-Bingol. Through spreading to other parts of Packilvania, he proclaimed himself High King Ishak I of the restored United Kingdom of Packilvania under the rule of the Zubraynite dynasty. The Zubraynite dynasty was usurped King Saidun of Fidakar who proclaimed himself Sultan Saidun the Conqueror of Packilvania. Upon moving his court from Halaler to Bingol, the Demirite dynasty became the ruling power the city.

They were overthrown by the Packilvanian Communist Party led by Gideon Muktan in the First Packilvanian Civil War of 1917 which was sparked by the disbandment of the Parliament of Packilvania and ban on the Communists. The city was taken by the Carriers of Mercy in the mid-1980s following the Second Packilvanian Civil War and negotiations with the Communist government. It has been a semi-autonomous city under the Bedonite dynasty since 1985 and the home of the Packilvanian government. Today, it is the second most populated city in the world after Sani Bursil in Great Morstaybishlia with a population of 44 million people.

Government

Bingol governed by the Bingol Capital Government. The Bingol Capital Government consists of the Bingol Legislative Assembly, the Bingol Executive Council and various agencies that provide public services and manage everyday functions of government.

The Bingol Legislative Assembly consists of representatives of universities and colleges, businesses, property owners and renters. I total, there are 300 seats in the Bingol Legislative Assembly. Some members are elected by their respective constituencies while others hold their positions ex-officio. The Bingol Legislative Assembly has the power to pass local legislation, usually by majority vote. It sits for five year terms. Presided over by Prince Wasool a-Medan Bedon, it often holds public consultations and is regarded as the most transparent and democratic of the legislatures in the country.

The Bingol Executive Council is responsible for proposing and implementing laws. It consists of City Ministers who preside over executive departments and portfolios while the chairperson and head is the Mayor. The Mayor has the power to appoint members of the Council with the approval of the Legislative Assembly. The incumbent Mayor is Prince Rameed a-Hubal Bedon, who was appointed by Sultan Namdun III on the recommendation of Crown Prince Thumim in 2019.

The Bingol High Court is the highest court in the city to which appeals can be made and it has authority over all other courts in the city including Religious, Regional, District and Local Magistrate Courts. The Bingol Public Service consists of all the police officers, administrators, teachers, emergency response, healthcare, rangers and other staff who work for the government. Although technically under direct Imperial rule, the city has been granted substantial autonomy over its internal affairs including being granted limited powers to raise taxes from property and income of residents, and to regulate businesses that operate within its borders.
