The National Center for Crime Information (NCCI) (Volkian: Национальный центр криминальной информации (НКИ), tr. Natsional'nyy tsentr kriminal'noy informatsii) is the central database for tracking crime-related information in the Volkian Federative Republic. Established in 1970, it is maintained by the Information Services Division of the Volkian Federal Police. The NCCI links local, provincial, and federal law enforcement agencies and offices and provides information sharing across jurisdictions.

History

The system was created in 1970 at the direction of Volkian Federal Police Commissioner Oleg Tychkin to combat an increase in inter-provincial crime. Tychkin wanted to establish a centralized system to facilitate information sharing between the country's law enforcement agencies. The original infrastructure cost is estimated to have been over Ӄ400 million ($200 million SHD). In the early 2000s, the "Cult Wars" led to a massive upgrade from the legacy system to the current NCCI - New Generation system. A 2004 estimate put the cost of such upgrades at approximately Ӄ3 billion ($1.5 billion SHD), providing all users with workstation access.

Records

The NCCI makes a variety of records available for use for law enforcement and security purposes. The NCCI database includes 18 files: 13 person files and five property files.

Person files

  • Missing Persons File: Records of people (adults or children) who have been reported as missing to law enforcement there is concern for their safety.
  • Wanted Persons File: Records of criminals who have an outstanding felony, gross misdemeanor, or misdemeanor warrant.
  • Unidentified Persons File: Records of unidentified deceased people, living persons who have not been identified, unidentified victims of natural disasters or other catastrophes, and recovered body parts.
  • Foreign Fugitive File: Records of people who are wanted in another country for a crime that would be a felony if committed in Volkia.
  • Identity Theft File: Records containing information that law enforcement personnel can use to determine if a person is a victim of identity theft or is an individual using false information.
  • Immigration Violation File: Records on criminal aliens who have been deported by immigration authorities and aliens with outstanding removal warrants.
  • Protection Order File: Records regarding persons who have had protection orders issued against them.
  • Parole and Probation File: Records on people who are on parole, probation, or another kind of supervised release program.
  • Known or Suspect Terrorist File: Records on known or suspected terrorists.
  • Gang and Cult File: Records on violent gangs and cults and their members.
  • National Sex Offender Registry File: Records on people who are required to register in a jurisdiction's sex offender registry.
  • Violent Person File: Records on persons with a violent criminal history and persons who have previously threatened law enforcement.
  • Federal Police Protective File: Records on persons who have been identified to be threats to the President of Volkia and/or others who are protected by the Volkian Federal Police's Close Protection Division.

Property files

  • Article File: Records on identifiable stolen property and lost public safety, internal security, and critical infrastructure identification.
  • Conveyance File: Records on stolen vehicles, aircraft, boats, and any other conveyance with a VIN. This file also contains information on stolen vehicle license plates.
  • Gun File: Records on stolen, lost, or recovered firearms.
  • License Plate File: Records on stolen license plates.
  • Securities File: Records of serially numbered embezzled, stolen, counterfeit, or used for ransom securities.

National Criminal Index

The NCCI also maintains the country's National Criminal Index, which is the national index of provincial and federal criminal histories. This index includes people who have been arrested or indicted for a "serious criminal offense" nationwide.

The program is designed to facilitate the exchange of criminal history records across provincial borders among provincial justice agencies. In addition to the index, there are millions of fingerprint identification cards on file with the NCCI for criminals who committed an offense serious enough to go to jail for over 24 hours.
