The federal ministries of Volkia are the principal units of the executive branch of the federal government of the Volkian Federation. Each ministry is responsible for putting government policy into practice and are effectively the administrative arms of the president of Volkia. There are currently 20 executive ministries.
Overivew
Structure
Each ministry is headed by a minister whose title echoes the title of their respective ministry. The heads of the executive ministries are appointed by the president and take office after confirmation by the Federal Council; ministers serve at the pleasure of the president. The heads of the ministries are members of the Cabinet of Volkia, an executive organ that typically acts as an advisory body to the president.
The heads of the executive ministries are included in the line of presidential succession, in the event of a vacancy in the presidency, after the vice president, speaker of the Chamber of Deputies, and the president pro tempore of the Federal Council.
Separation of powers
To enforce the separation of powers, the Constitution expressly prohibits executive branch employees (including the heads of the federal ministries) from simultaneously serving in the National Assembly, and vice versa. In contrast to many other democratic systems, especially parliamentary democracies, legislators who are appointed by the president and confirmed by the Federal Council to serve as heads of executive ministries must resign from the National Assembly before assuming their new positions.
Contracting and grantmaking roles
Several executive ministries (Education, Health and Social Affairs, Housing and Urban Development, and Transportation and Communications) have disproportionately small employee headcounts in contrast to the size of their budgets. This is because many of these ministries employees simply supervise contracts with private independent contractors or grants to state or local government agencies. These are primarily responsible for providing services directly to the general public.
