He is appointed by the [[Sultan of Packilvania]]. He is an ''ex officio'' member of the [[Council of State]], Privy Council, and [[Council of Ministers of Packilvania]], the chairman of the Council of State of [[Drakkengard]]. But because Prince Thumim was too young, and due to political pressure from various circles, Sultan [[Namdun III]] ended this practice and instead appointed politicians to that office. Since the office became vacant in January 2023 following the ruling that [[Prince Abuyin]] was not the heir apparent but the heir presumptive, the office's purpose and influence has subsequently diminished.
