The Crown Prince of Packilvania (Packilvanian: muMamlukumne muBas aBakhilfaniya) is the heir apparent to the monarchy of Packilvania and the second-highest person in the ceremonial order of precedent of the country. He is appointed by the Sultan of Packilvania. He is an ex officio member of the Council of State, Privy Council, and Council of Ministers of Packilvania, the chairman of the Council of State of Drakkengard. He acts as the Regent when the Sultan is unavailable. He primarily resides in Sultana's Palace and Bingol Royal Palace in Bingol, Packilvania. This role is currently vacant following the ascension of the its last holder Thumim V to the position of Sultan.

Appointment

The Crown Prince is appointed by the Sultan of Packilvania for an unlimited time at his pleasure. To be eligible for the post, he must be the heir apparent to the throne of Packilvania. This means he must be the oldest legitimate male son of the reigning Sultan. He must be a professing adherent of Paxism in good standing with the Magisterium of Paxism and over the age of 18.

Powers and duties

The Crown Prince is the second-highest ranked person in the ceremonial order of precedence of Packilvania. He is thus accorded all the dignities of this station. This includes being named first after the Sultan in processions and formal public speeches before all other public officials. He plays a role in public ceremonies such as investitures of peers of the realm, imperial weddings, and state funerals, and is the patron (i.e., symbolic figurehead) of various organisations and entities such as universities, charitable organisations and military divisions.

When the Sultan is unable to exercise his duties for a short while e.g., due to illness, when he is away from the country, or is on vacation, the Crown Prince assumes the powers of the Sultan for the duration lthat the Sultan is unavailable. There are constraints on these powers, however, to prevent him from overthrowing the Sultan or changing the line of succession. For instance, he cannot dismiss existing members of the Council of State or expand the size of the Council of State by appointing additional members.

He is a member of the Council of State of Packilvania. This entitles him to vote and deliberate on matters concerning the succession to the monarchy of Packilvania. He may present and assess proposals, second and vote on motions, and speak before the body, participating fully in its work. He is the chairman of the Council of State of Drakkengard. He mainly convenes and presides over meetings to formally accede to changes in the line of succession made by the Council of State of Packilvania that affect the monarchy of Drakkengard, which is shared between the two nations. He is a member of the Privy Council of Packilvania, which is a largely symbolic body, that formally witnesses the Sultan's promulgation of orders and statutes.

He can advice the Sultan on various matters of public policy and governance without limitation. His advice is not binding and is usually kept secret. He holds audiences with the Sultan through which he exercises some influence in decision-making at the highest levels of government. Nevertheless, his impact and importance largely rests on his personal influence and relationship with the Sultan. He participates in meetings of the Council of Ministers of Packilvania which entitles him to vote and deliberate on matters presented before and within the remit of the entire body to decide.

The Sultan can also delegate him responsibilities outside of his formal role. This can include either placing certain competencies under his purview. The first three Crown Princess under the Bedonite dynasty were concurrently granted the position of Prime Minister of Packilvania. But because Prince Thumim was too young, and due to political pressure from various circles, Sultan Namdun III ended this practice and instead appointed politicians to that office. While retaining its symbolic functions, more power and influence has shifted to the Prime Minister as a result. Since the office became vacant in January 2023 following the ruling that Prince Abuyin was not the heir apparent but the heir presumptive, the office's purpose and influence has subsequently diminished.

Emoluments and residence

The Crown Prince resides and works in the Sultana's Palace and the Bingol Royal Palace while in Bingol. He does not have a formal or specially designated official residence. He is granted an annual salary by the government from the Civic List. He also has a staff and bodyguard. Expenses incurred when he exercises official duties are covered by the government including dining, travel and accommodation.

Titles and symbols

The Crown Prince is formally addressed as "His Imperial Highness" or "Your Imperial Highness" ("muWaloof muShahitishme"). He may be informally addressed as "Sir" ("muSheikh"). He is permitted to use the Lesser Coat of Arms of Packilvania and the Lesser Imperial Standard of Packilvania for official purposes.
