The Dømin War (January 15, 1966 - January 14, 1970; also known as the Second Phoenixian Civil War or Phoexian-Bours Conflict) was a civil war fought between the government of Phoenixia, ethnic Yallo paramilitary groups, and the Bours Republic, a state secessionist who had declared their independence from Phoenixia in 1967.

An estimated three million people have died in the conflict, mostly from hunger and disease, often intentionally provoked by secessionists. Most of the infrastructure of the Yallo provinces was destroyed. To worsen the condition of the Yallo in the immediate post-war period were some measures applied by the Phoenixian federal government to their detriment, such as restrictions on access to current accounts, the eviction from their homes and the demolition of important buildings of great historical and cultural value. The Yallo people in the western regions were discriminated against in public and often private employment and in the early 1970s they became one of the most disadvantaged ethnic groups in the former Bours.

Phoenixia at the beginning of the conflict was led by President Anland Nat and Chancellor Harlow Kluman, while the Bours Republic was led by Marshal Orcus Menus. The Bours represented the nationalist aspirations of the Yallo ethnic group, whose leadership aspired to form an autonomous state from the federal government, regarded by the secessionists as an obstacle to Yallo interests.

The conflict was the result of a context of strong political, economic, ethnic, cultural and religious tensions. The immediate causes of the war in 1967 included the arrest of secessionist terrorists, the abolition of the ethnonationalist party Only Yallo! , the ban on members from public office and episodes of ethno-religious violence.

On January 15, 1966, Majors Karl Mars with Teo Lifelong, and other young army officers attempted a coup. The governor of Afragola, Armando Bello and the mayor of New Arsfly, Jersey Swed were kidnapped and shot by Captain Edoardo Lunês. Armando Bello's wife, Martina Decrob, senior army officers and members of the statele section of the Department of National Security were also murdered. Meanwhile an offensive was launched to conquer the central region of Dømin, including the cities of Opock, Uprella, Manga, Polpette and the state capital, New Arsfly. The occupied territories were placed under the leadership of a military junta, nicknamed the Majors.

Faced with the provocation of the pro-secession media, controlled by the junta, which repeatedly displayed humiliating posters and cartoons of the killed politicians, on the night of July 29, 1966, the Phoenixian soldiers at the barracks of Gervasio and Lesbos mutinied, thus provoking a counter-coup, which it had already been in the planning stages. The counter-coup led to the creation of counter insurgents in the central region of Afragola, led by Lieutenant Colonel Gérard Radium. The colonel organized some offensives and reprisals to unite the two pockets, creating an internal front for the republic of Bours.

In May 1966 a group of secessionists supported by the Bours republic started the siege of the city of villoise, trying to surround it completely. The partisan forces of the city managed to open a breach in the southern part of the city, creating a humanitarian corridor to move the inhabitants, frustrating the efforts of the secessionists.

From June to October 1966, pogroms against non-Yello minorities occurred in secessionist-controlled areas, between 8,000 and 30,000 individuals were killed, half of them children, and caused the flight of more than a million or two million to the eastern region under the government of Phoenixia. September 29, 1966 became known as "Black Thursday", as it was considered the worst day of the massacre. The military junta tried to make an economic and logistical blockade of the eastern region, which failed due to the great resistance of the eastern citizens supported by the federal government.

With a government decree, Chancellor Harlow Kluman established the extraordinary commissioner of Afragola, headed by the former governor and field marshal, Madek Beta, responsible for the logistics and supply of the cities and the reception of refugees. While in charge of the command of the troops on the ground and the coordination between the federal army and the counter insurgents, led by Colonel Gérard Radium, was a section of the defense staff, chaired by the President of the Republic, the chancellor, senior officers and members of the DNS.

Following internal quarrels in the Bours Republic between Communists and anti-Communists, clashes ended with the victory of the first, resulting in the abolition of the junta of Majors and the proclamation of the Social Republic of Bours, governed by the Supreme Revolutionary Council led by Captain Herry Svista. Former junta members and some anti-Communist officers were sentenced to death by a revolutionary court and burned in public on March 15, 1967.

The flood of refugees in the eastern region has created a difficult situation. Extensive negotiations took place between Herry Svista, representing the Bours Socialist Republic (SRB), and Madek Beta, representing the Phoenixian federal government. In the Jarbel Agreement, signed on April 19, 1967, the parties agreed that greater self-determination of the Dømin and greater rights would be granted to the Yellos. Svista delayed the announcement of the agreement and eventually reneged.

On April 21, Svista proclaimed the division of Afragola into six states each managed by a section of the Communist Party of Bours. Shortly thereafter he declared the independence of the Bours Republic.

The federal government immediately imposed an embargo on all shipments to and from the Bours, but not on petroleum tankers. SRB moved quickly to collect royalties from oil companies operating within its borders. When Afragola Oil agreed to this request in late June, the federal government extended its blockade to oil. The blockade, accepted by most foreign actors, played a decisive role in putting the SRB at a disadvantage from the start of the war. Although the very young nation had a chronic shortage of weapons to go to war, it was determined to defend itself. Although there was a certain sympathy for Bours on the international scene, the Republic gained limited recognition.

Several peace talks were held, the most important of which was held in Jabrel, (the Jabrel Agreement). There were several accounts of what happened to Jabrel. Svista accused the federal government of failing to keep its promises, while the federal government accused Svista of distortions and half-truths. Madek Beta got the deal to turn Afragola into a confederation rather than a federated state. Madek was warned by his advisers that Svista did not understand the difference and would renege on the agreement. When this happened, Beta considered both a failure by Svista to keep the spirit of the Jarbel agreement and a lack of integrity on the part of the Bours Socialist Republic in the negotiations for a united Dømin. The advisors of Svista, on the contrary, believed that he had issued what was politically feasible in fulfillment of the Jarbel agreement. The eastern region was very ill-equipped for warfare, overwhelmed and unarmed by the Phoenixians, but it had the advantages of fighting at home, the support of most Orientals, determination and the use of limited resources.

The Phoenixian Army in 1967 completely unprepared for war, it had no operational training or experience in warfare, still being primarily an internal security force. Most Phoenixian officers were more concerned with their social life than with military training, spending a disproportionate amount of their time partying, drinking, hunting and playing. Social status in the military was extremely important and officers spent an inordinate amount of time ensuring their uniforms were always immaculate while there was competition to own the most expensive cars and houses. The killings and purges perpetrated during the 1966 coup had killed most of Afragola's officers.

By July 1966, all officers with the rank of colonel had been killed or discharged in Dømin while only 5 officers with the rank of lieutenant colonel were still alive and on duty. Almost all junior officers had received their commissions after 1960, and most depended heavily on the more experienced NCOs to provide the necessary leadership. The same problems that plagued the federal army affected even more the Bours, whose corps of officers were based on former federal officers Yello. The shortage of experienced officers was a major problem for the Bours army, compounded by a climate of paranoia and suspicion within the SRB as Herry Svista believed other former federal officers were plotting against him. Shortly after extending the blockade to oil, the Phoenixian government launched a "bailout" to regain secessionist territory. The war began in the early hours of July 6, 1967, when Phoenixian federal troops advanced in two columns into the Bours. The Bours strategy had succeeded: the federal government had started the war and the East was defending itself. The offensive of the Phoenix army took place through the south-east of the SRB led by General Clearance Depacis and the military units stationed in Afragola were formed as the 1st Infantry Division.

The Bours responded with their own offensive. On 9 August, SRB forces crossed the western border and the Adter River in the central-western part of Afragola. Passing through the provincial capital Redows. the Bours advanced west until August 21, when they were stopped at Delphinia. The attack on the Socialist Republic of Bours was led by Lieutenant Colonel Benjamin, a Yallo, with the rank of Brigadier of the Revolution. The Phoenix soldiers who were supposed to defend Redows province were mostly Yallo, and while some were in contact with their Bours counterparts, others resisted the invasion.

The new Chancellor Theodor Lee responded by asking General Clearance Depacis to form another division (the 2nd Infantry Division) in the west central part, to defend the western state border and to attack Bours. At the same time, with the passage of Law # 543 which contained Phoenixia's war plans, Lee declared "all-out war". He announced that the federal government would mobilize the entire population of Phoenixia for the war effort.

From the summer of 1967 to the spring of 1969, the federal army went from a force of 7,000 to a force of 200,000 organized into three divisions. Bours began the war with only 560 soldiers, which became six battalions in August 1967, which soon expanded into three brigades, the 51st, 52nd and 53rd, which became the core of the Bours Revolutionary Army. By 1969, the Bours would field 90,000 soldiers trained in five armed divisions along with a number of independent units. When federal forces retook Redows province, although Delphinia was recaptured by the Phoenixians on September 22, the Bours succeeded in their main objective by blocking as many federal troops as they could.

General Depacis also launched an offensive into the Bours east of the Adter Delta, using most of the Redows garrison command to form the 3rd Infantry Division (called the Black Scorpion). As the war continued, the Phoenixian army recruited in a larger area, from the state of Belporto to Sorx. The command was divided into two brigades with three battalions each. By 12 July the 2nd Brigade had captured Manga, Meatballs and Uprelia. A few days later the 1st Brigade liberated the city of Opock from the secessionists.

New Arsfly became the hub of secession and rebellion, and the federal government believed that once captured, the drive to secession would be over. Plans to take over New Arsfly began on September 12, 1967. On October 4, the 1st Phoenixian Division captured the capital of Dømin. Herry Svista was asleep in his office when federal troops attacked. He narrowly escaped by disguising himself as a street sweeper.

Many Phoenixians hoped that the capture of New Arsfly would convince the extremist wing of the Yallo to end their support for secession, even if Overturned did not follow them. This did not happen. Herry Svista moved his government to Villoise. The fall of New Arsfly contributed to a brief destabilization of the Bours propaganda efforts, as the forced relocation of personnel left the Ministry of Information disorganized and the success of federal forces undermined the Bours' earlier claims that Phoenixia would not could withstand a protracted war.

On October 23, Bours official radio said in a broadcast that Svista promised to continue resisting the federal government and attributed the loss of New Arsfly to subversive actions.

Phoenixian soldiers under the command of Clearance Depacis massively killed 400 civilians when they captured the town of Lesbos, located near the source of the Arfius River. Phoenixians were pushed back three times as they attempted to cross the Arfius River in October, resulting in the loss of thousands of troops, dozens of tanks and equipment. On 12 October the Phoenixian federal army managed to free Gervasio with enormous difficulties, over 5,000 soldiers were killed, wounded, captured or missing.

Operation Tiger Claw (October 17–20, 1967) was a military conflict between the federal military forces and the Bours Revolutionary Army. On October 17, 1967, the Phoenixians invaded Villoise with the "Black Scorpion" battalion under the command of Sergeant Bob Sponge, while the Bours were led by Colonel Oggy Greek, and Leonard Ann, a foreign mercenary. The Boursese were immediately hit by the air. For the next two days Bours stations and military supplies were bombed by the Phoenix Air Force. By October 20, Bours forces withdrew from battle as Colonel Greek officially surrendered to General Clearance Depacis. On May 19, 1968, Villoise was captured. With the capture of New Arsfly, Opock, Lesbos and Villoise, the outside world had no doubts about federal supremacy in the war.

Boursese propaganda has always attributed military defeats to "saboteurs" within the ranks of the revolutionary army, and both officers and other ranks were encouraged to report suspected "saboteurs". During the war, Bours officers were much more likely to be executed by colleagues than by the federal army as Herry Svista conducted purges and had officers brought out and shot who were simply accused of being "saboteurs", with no evidence at all. Herry Svista did not trust most of the former federal Yallo officers who had gathered in the Bours and saw them as potential rivals, conducting such immense murderous purges that they led to the execution of a third of the army. Furthermore, he needed scapegoats for Bours defeats and death was the usual punishment for a Bours officer who had lost a battle. Out of fear of a coup, Svista created several units such as the S Brigade commanded by himself and the 4th Commando Brigade led by the tempting Fred Daone that existed outside the regular chain of command. A report by Arthur Binv, a prestigious geopolitical analyst for the Times of Phoenixia wrote that the leadership of Svista , particularly its frequent executions of its own officers, had a "disastrous impact" on the morale of the Bours officer corps. Executions of officers also made it difficult for Boursesi officers to gain the experience needed to successfully conduct military operations as Binv noted that the Bours army lacked both the "continuity and cohesion" to learn from warfare.

Oil exploration in Afragola was pioneered by the Afragola Oil & Petroleum Development Company in 1937. In an attempt to wraken the SRB the federal government imposed a maritime embargo on the secessionist territory. This embargo did not include oil tankers. The Bours leadership wrote to Afragola Oil asking for royalties for the oil that was being explored in their region. After much deliberation, Afragola Oil decided to pay the sum of 420,000 KRB to the Bours. News of this payment reached the federal government, which immediately extended the maritime embargo to oil tankers. The Phoenix government also made it clear to Afragola Oil that it expected the company to pay all outstanding oil royalties immediately. With the payment deadlocked for the Bours, the government instructed Afragola Oil to stop operations in the Bours and replaced the company with the state-owned Phoenixia Petroleum which would later become the Phoenixia National Fund. Operations resumed in May 1968 when Phoenixia recaptured New Arsfly. Its structures had been damaged and in need of repairs. Oil production and export continued, but at a slower pace. Completion in 1969 of a new terminal in New Arsfly increased fivefold production from 142,000 barrels / day in 1958 to 540,000 barrels / day in 1969. In 1970, this figure doubled to 1.08 million barrels / day. The oil royalties allowed the federal government to buy more weapons, hire mercenaries, etc. The Bours Socialist Republic proved unable to compete at this economic level.

From 1968 onwards, the war fell into a form of stalemate, with federal forces unable to make significant progress in the remaining areas under the Bours' control due to stiff resistance. In June 1969, Bours commandos recaptured the oil wells at Starsea. In July 1969, Bours forces launched a major ground offensive supported by foreign mercenary pilots who continued to fly with food, medical supplies and weapons. The most notable of the mercenaries was the Duke of Belporto Carl Mertens von Rosen who led air strikes with five small planes armed with rockets and machine guns. His Bours Air Force consisted of three to five pilots, all Yallo. From 22 May to 8 July 1969, von Rosen's small force attacked the Phoenixian military airports at Villoise, New Arsfly, Redows and Uphelia, destroying or damaging a series of Phoenix Air Force jets used to attack rescue flights, including three of the six bombers that were used to bomb Bours villages and farms on a daily basis. Although the 1969 Boursesi offensives were a tactical success, the Phoenixians soon recovered. The Bours airstrikes disrupted the combat operations of the Phoenixian Air Force, but only for a few months. In response to the federal government using foreigners to lead some operations, the Bours government also began hiring foreign mercenaries to prolong the war.

The last federal offensive, named "Cobra", was launched on January 7, 1970 with the attack of the 3rd Black Scorpion Division and supported by the 1st Infantry Division in the north and the 2nd Infantry Division in the south. The Boursese city of Starsea fell on January 9th. Just a few days earlier, Herry Svista fled into exile by plane to an unidentified neighboring country, leaving his deputy Edmond Thomas to deal with the details of the surrender to Federal Army General Clearance Depacis on January 13, 1970. The surrender document was signed. January 14, 1970 in Bluckingham and thus came the end of the Dømin War and the renunciation of secession. The fighting ended a few days later, with loyal forces advancing into the remaining SRB-controlled territories meeting little resistance. After the war, at the award ceremony for officers and soldiers, Depacis was decorated with the medal of the Republic, the highest military order. At the ceremony he gave a speech that will go down in history as the speech of hope:

"The tragic chapter of violence has just ended. We are at the dawn of national reconciliation. Once again we have the opportunity to build a new nation. My dear compatriots, we must pay homage to the fallen, to the heroes who have made the supreme sacrifice so that we can build a great, united and cohesive nation, with no more discrimination and inequality among the peoples of Phoenixia. Glory to the republic, glory to Phoenixia! "

Aftermath / Reconstruction

Reconstruction, helped by the oil money, was swift; however, the old ethnic and religious tensions remained a constant feature of Afragola politics. Accusations were made of Dømin government officials diverting resources meant for reconstruction in the former Bours areas to pocket them.

In 1971 the special commissariat of Afragola was transformed into the provisional government of Dømin, to manage the affairs of the state, waiting for the situation to calm down to call new elections. There have been various incidents of injustice and unfair treatment by the state government. State government was again accused of failing to exploit oil revenues impartially, favoring the development and wealth of the West at the expense of the former Bours regions.

Laws were passed mandating that political parties could not be ethnically based; however, it has been hard to make this work in practice.

Yallos who ran for their lives during the pogroms and war returned to find their positions had been taken over; and when the war was over the government did not feel any need to re-instate them, preferring to regard them as having resigned. This reasoning was also extended to Yallo-owned properties and houses. People from other regions were quick to take over any house owned by an Yallo, especially in the Villoise area.

In May 1971 the state government enacted legislation allowing the demolition of entire neighborhoods and cities to build new shopping centers, residential areas and various types of infrastructure. It is estimated that over 200 residential neighborhoods, 800 shops and over 1300 places of worship or ethnic monuments have been destroyed. Some critics have accused the government of wanting to wipe out the entire Yallo cultural heritage in political retaliation. Many former residents have not even received compensation , when they asked the government for an explanation but were kicked out.

The State Government justified this by terming such properties abandoned and that the measures served to attract funds and investments for reconstruction. This, however, has led to a feeling of an injustice as the Dømin government policies were seen as further economically disabling the Yallos even long after the war.

Further feelings of injustice were caused by Phoenixia changing its currency, so that Bours supplies of pre-war Phoenixian currency were no longer honoured. At the end of the war, only $5,000 PXD was given to any easterner regardless of the amount of money he or she had had in the bank. This was applied irrespective of their banking in pre-war Phoenixian currency or Bours currency. This was seen as a deliberate policy to hold back the Yallo middle class, leaving them with little wealth to expand their business interests.
