The House of Debate is the national parliament of the West Borean Federation. It sat on the second highest floor (23) of Dar'kana Tower on the island of Zlovskavaar, and ran continuously since the establishment of the Republic in 1919, even during the occupation of Kyrloth by the Kotari Empire from 1969 to 1975, up until its destruction on 5 August 2022 by Tass loyalists at the start of the West Borean Civil War. For the duration of the civil war, the parliament sat in secret Opposition bunkers on two occasions: once on 9 August to confirm and swear in Xhauri Tschanelki'e as the new prime minister following her predecessor's death during the attack on the House, and once on 18 September to ban the political parties that were considered responsible for the war: Sinter Tass's Soldiers' Guild and, controversially, the Resource Control Board.

The unicameral parliament has 288 members, split between two thirds local constituencies and one third party-list levelling seats, which are elected every three years, although elections may be called early by the Kirrhion.
