On 20 April 2023, Cathryn Gargano of the People's Reform Party in Cappedore exploited her position in the federal council to initiate a vote of no confidence in Chancellor Maya Murray, through PRP Gemotern member Henry Rollins. On 23 April 2023,
After dissolving the Gemotern, the PRP vested executive and legislative powers in its leader and ordered the administrative branch to operate under its directives. In addition, it partially repealed the 2001 constitution, dissolving the positions of President and Vice President, and declaring a new 'provisional government' under Gargano. Additionally, Murray was removed from office, and Gargano assumed the office as acting Chancellor. To ensure all of this, the People's Reform Party, the Conservative Party, and the Liberal Union formed a "Provisional Legislative Coalition", with Momentum declining to involve itself with the Conservative Union.
The PRP issued an interim constitution, preserving the democratic rights of the people of Cappedore and investing powers in the legislature, however completely abolishing the Federal Council.
