On 10 May 2023, [[Cathryn Gargano]] of the [[People's Reform Party]] in [[Cappedore]] exploited her position in the federal council to initiate a vote of no confidence in [[Chancellor of Cappedore|Chancellor]] [[Maya Murray]], through PRP Gemotern member Henry Rollins. The motion gained nationwide support, and was submitted on the morning of 14 May 2023, and was voted on that evening. 477 members of the Gemotern, including members of the PRP, CLU, CCU, Momentum, the Green Party, and 3 independents, all voted for the motion, achieving well over a majority and therefore confirming that Murray had lost the confidence of the Gemotern and the people of Cappedore.

In addition, it partially repealed the 2001 constitution, dissolving the positions of President and Vice President, and declaring a new 'provisional government' under Gargano. Additionally, Murray was removed from office, and Gargano assumed the office as acting Chancellor. To ensure all of this, the People's Reform Party, the Conservative Party, and the Liberal Union formed a "Provisional Legislative Coalition", with Momentum declining to involve itself with the Conservative Union.

The PRP issued an interim constitution, preserving the democratic rights of the people of Cappedore and investing powers in the legislature, however completely abolishing the Federal Council.
