The Second Cynebury Accord, formally the Treaty Regarding the Responsible and Sustainable Management of Outer Space, is one of the two treaties of the Cynebury Accords. It builds on the legal basis provided by the First Cynebury Accord, but while the first accord dealt broadly dealt with keeping the exploration of space open and peaceful, the Second Cynebury Accord focuses more specifically on preventing the accumulation of space debris to dangerous levels.

The Second Cynebury Accord was largely a product of the Space Debris Crisis, where one botched launch caused an ablation cascade that resulted billions of SHD worth of damage from damaged or destroyed satellites, as well as the death of 274 people as a result of the crash of Air Tavaris Flight 704. While the 1975 Cynebury Accord provided a legal basis for the situation in finding the launcher, Vakarastan, responsible for the damage, the treaty did not provide any measures regarding the limitation of space debris, the accumulation of which prior to the launch allowed the disaster to become much worse than it otherwise would have been.

Under the auspices of a resolution from the International Forum General Council, delegates met in Cynebury in early 2017 in a conference to adopt what became the Second Cynebury Accord.
