Serramal, officially the Republic of Serramal, is a nation on North Avnatra in northern Gondwana. It borders Vaklori to the south, the Meridianam Sea to the north, and the Strait of Vultuca to the east. It also shares maritime boundaries with Malaipaki It has a population of six million people, and its capital and largest population center is the island city of Marago.

History

The area that would become mainland Serramal was initially populated by a variety of orc Ābwhala tribes, while human arrivals from Novaris settled on the Marago island chain and the northern coastline. The area remained largely disunited until being colonized by Tretrid during the eighteenth century. The use of the two human ethnic groups, the Sana and the Amara, in colonial bureaucracy led to increasing disparities between human and orc groups, and the area exploded into civil war almost immediately upon achieving independence after the Tretridian withdrawal in 1921. The resulting conflict would end in 1926 with the Ābwhala population largely pushed south, and sporadic conflicts would continue for decades, gradually limiting the orcs to the Khakati Hills.

Chander Rahar, a Tretridian-trained army officer, would declare himself president of Serramal's transitional government and later won a general election that is widely considered to have been fraudulent. The Rhahar family would go on to dominate Serramali politics until the present day.

The discovery of rich copper deposits by the Ellesborg Mining Cooperative in 1975 would lead to renewed civil conflict. Proposed plans for copper mines involved seizing Sana land and mining activities would have greatly damaged the riverways that they relied on. Thus, the Sana eventually allied with their former Ābwhala enemies against the Amara dominated government, but the government ultimately prevailed after a bloody war due to external funding and support from the EMC.

Geography, Wildlife, and Climate

Serramal is located on the northern tip of the island of Avnatra, with an arid climate. The country consists of a mainland territory which borders Vaklori in the south, and the Marago island chain in the north. Much of the mainland is reliant on an extensive river network known as the Serramal Delta, which runs down from the Khakati Hills in the south. The exploitation of rich copper deposits has extensively disrupted the nation's ecosystem. The impact of mining activities has badly poisoned the Delta, causing mass deaths among local wildlife and placing many communities at serious risk.

Politics

Government

The current president of Serramal is Manjit Rahar, a former Presidential Guard commander who came to power in a coup against his uncle at the outbreak of the 1975 Civil War. The 1921 constitution gives him extensive powers, including naming and dismissing members of the cabinet, making laws by decree, dissolving the Chamber of Representatives, negotiating and ratifying treaties and serving as commander in chief of the armed forces.

The Rahar family and the Amara tribe as a whole has dominated Serramal since its independence. During their century long rule, they have shown little tolerance for opposition. While the country is nominally a multiparty democracy, its elections have generally been considered a sham, with the President's National Unity Party winning overwhelmingly each time. The dictatorship has used the wealth generated by the mining boom along with its victory in the Civil War to further entrench and enrich itself, and it is estimated that nearly a dozen coups have been attempted since 1976, though all have failed. The regime is widely considered to be among the most kleptocratic in the world.

Foreign Policy

Serramal is a member of both the Council of Gondwana and the International Forum. The nation also maintains close connections to the Ellesborg Mining Cooperative and the Cryrian Mandate of Ellesborg. Many Serramali have migrated to Cryria on Special Labor Visas, and they also form a significant portion of the Cryrian Foreign Legion which offers a straightfoward path to full citizenship.

Military

The military of Serramal consists of three branches - The Republican Army, Airforce, and Navy respectively. The military has some 47,000 active personnel, though many units are thought to be largely ineffective for anything beyond basic garrison purposes. The Airforce and Navy are both heavily reliant on external contractors for their maintenance and operations, and the military as a whole has historically made extensive use of foreign mercenaries.

Economy

Serramal is a developing economy with a deeply impoverished population. Historically, much of the population relied on a subsistence lifestyle as farmers or fishermen. The beginning of copper and cobalt mining caused a complete realignment of the national economy. Ecological damage forced many families to abandon their traditional practices and caused massive displacement and dislocation across the mainland. This would eventually trigger a significant diaspora from the country.

Today, Serramal is heavily dependent on the mining industry, which is in turn dominated by the Ellesborg Mining Cooperative. The nation suffers from extreme wealth inequalities, with rural mainland areas known for extreme poverty and poor infrastructure.

Demographics

Serramal has historically been dominated by three ethnic groups. The Amara humans predominantly resided in the north. Meanwhile, the Sana humans dominate the remainder of the mainland. The Ābwhala orcs once resided in the south of the country, however, ethnic conflicts and warfare between orcs and humans have seen the former largely killed or expelled from Serramal. Today, the Amara continue to hold most of the levers of power in Serramal, and largely dominate the government and the presidency.
