Ruzvaen Aelia Delarzhien (née Peffer; born 8 August 1978) is a Valerian-Kaltariezh politician who has represented the Perringdon and Arden, Kirdintayos constituency since the 2017 general election. Delarzhien was the runner-up in the 2020 Civic Party leadership election, and has since joined in 2021, and now leads since 2022 the Radical Centre faction within the party and advocating for electoral, taxation, environmental and political reforms, the latter most notably for Morstaybishlian devolution and the abolishment of the House of Peers for an elected upper-chamber.

Ruz Delarzhien was born on 8 August 1978 in Rivermead, Kirdintayos, to a Kaltariz mother and Valerian father. She was raised in Valeria, briefly living in Albriels before moving to Tirillon, Kirdintayos. Her father died in 1987, and Ruz was raised by her mother and her carpenter brother in Kaltariezh. Her aunt Lizabelle Delarzhien helped Ruz as a young adult embark on a career as a lawyer after leaving college.

Ruz became active in local politics in the wake of the Morstaybishlian Secession War in 2004, and gained a reputation as an advocate for more power in local authorities, and Morstaybishlian devolution. Delarzhien began her career as a ward councillor for Seyton South Ward in the Perringdon and Arden constituency of Kirdintayos for the Liberal Party. In 2011 she was elected to serve on the Kirdintayos City Council, and in 2013 she defected to the Civic Party.
