The Pax-UCA Trade Partnership (Packilvanian: luLaheedishme luBazranakizkazayeen aBakhilfaniya nalu-UCA, Norgsveltian: Packilvania og UCA handelspartnerskap) is an international agreement between Packilvania and several of the member states of the Union of Commonwealth Alliances. In summary, the agreement is a non-binding international framework for trade dispute resolution, lessening of trade barriers, coordination of tarrifs, health and safety regulations, rules of origin, and safe passage of merchant vessels and commercial aircraft. The agreement was signed and concluded in mid-September 2022.

Preamble

• Desiring to strengthen global cooperation on trade and commerce,

• Determined to ease the restrictions on trade between the Packilvania and the Union of Commonwealth Alliances,

• Emboldened by developments in technology and international law and international customary law,

The Signatories undertake to establish the Pax-UCA Trade Partnership as follows:

Part II: Scope

1. This Agreement is not binding on all Members of the Union of Commonwealth Alliances, only those that voluntarily accede to it,
2. Only Members of the Union of Commonwealth Alliances shall have the option to accede to this Agreement,
3. This Agreement does not change the laws of Signatories nor bind them to economic, political or other obligations with each other,
4. Signatories shall be free to enter into trade relationships with other entities at their pleasure,
5. Signatories retain their rights over matters of trade,
6. Signatories do not need to recognize each other's sovereignty, territorial claims or geopolitical interests to enter into this Agreement, they simply recognize each other as entities capable of entering into Agreements,
7. This Agreement is not a legally enforceable treaty but a Framework to encourage and facilitate a productive economic relationship between Packilvania and the Union of Commonwealth Alliances (even if not all Members thereof accede to or acknowledge it or agree with its tenets).

Part II: Objectives

This Agreement aims to accomplish the following objectives:

1. Increase the volume of trade of goods and services between Packilvania and the Member States of the Union of Commonwealth Alliances,
2. Increase technology transfer between the nations of Packilvania and the Member States of the Union of Commonwealth Alliances
3. Encourage mutual foreign direct investment,
4. Improve cooperation on health and safety,
5. Protect intellectual and tangible property rights,
6. Reduce non-tariff barriers to trade,
7. Create clarity and strengthen trade cooperation between Packilvania and the Union of Commonwealth Alliances.

Part III: Coordination

The Signatories agree:

1. To have meetings between Ministers of Trade (and the equivalent) or their designated representatives at least once a year to discuss matters of trade relations between them,
2. To send a Trade Representative to the other Signatories to improve communication,
3. Trade Representatives may represent more than one country if they are empowered to do so by that country,
4. To set up Working Groups to discuss and report on trade related matters between the Signatories.

Part IV: Dispute Resolution

To resolve disputes, the Signatories agree to the following:

1. The Independent Panel for Mediation shall be created ("Panel"),
2. That the Panel shall have the power to interpret the terms of this treaty and present a non-binding Recommendations of its Meaning to the Signatories,
3. That Signatories are not obligated to enforce the Recommendations of the Panel,
4. To approach the Panel to help them mediate disputes before escalating them,
5. That the Panel must be impartial,
6. To support and assist the Panel in its work.
7. That if they subject themselves to the dispute mediation process, they must cooperate with the Panel in its efforts to assist them to come to a resolution.

Part V: Rules of Origin

That goods shall be recognized as originating from a Signatory if ⅔ of the gross value added (I.e., the cost of sales) originates from the Signatories

Part VI: Health and Safety

The Signatories undertake to

1. Notify one another of their internal health and safety Standards,
2. Create a shared Body of Knowledge for health and safety issues related to the trade of goods between them,
3. Create a common Framework for assessing and reporting on the health and safety of goods,
4. Notify one another of any restrictions on the trade of goods due to health and safety concerns.

Part VII: Trade Barriers

Signatories shall be encouraged to:

1. Notify each other of changes to tariffs, duties and fees,
2. Seek opportunities to reduce barriers to trade,
3. Simplify and clearly communicate trading license approval processes and related permissions,
4. Adopt common standards for reporting on goods being traded,
5. Cooperate on the movement of commercial aircraft and vessels into and out of their territory,
6. Allow mariners, cabin crew, pilots and support personnel visa-free stay for a limited duration to rest,
7. Cooperate to prevent dumping,
8. Cooperate to tackle the trade of counterfeit goods,
9. Cooperate on recognition of intellectual property rights,
10. Cooperate on the recognition of juristic persons,
11. Cooperate on the management of economic migration between them,
12. Allow safe passage of civilian vehicles through their territorial waters (while reserving the right to charge a reasonable fee in coordination with the signatories of this agreement).

Part X: Enactment

1. This Agreement shall be in Norgsveltian, Packilvanian and Codexian
2. Where there is a conflict in the interpretation of this Agreement, the Codexian version shall be regarded as the Senior version
