Pax-Draconica, known officially as the Caliphate of Pax-Draconica (Packilvanian: luKhalifiyat aPax-Dhrakhonika, Drakken: lwuNkhalifimbiwa lwalwuPaksDrakhoninka) or simply the Caliphate, is a sui generis international polity that consists of Packilvania and Drakkengard.

Etymology

Pax-Draconica is Staynicised portmanteau of the abbreviations for Packilvania (i.e., Pax) and Drakkengard (i.e., Drakk) with a Stayno-Packilvanian locative suffix "-ica" (or "-ika" in Packilvanian or "-inka" in Drakken). The term was first used in a pamphlet published by Amhoud I during the Second Packilvanian Civil War that was widely circulated in Packilvania and Drakkengard about the importance of their respective unity and devotion to their religion to resist and overcome the Packilvanian Communist Party and its Drakken colonial government.

The term Caliphate is derived from the word Caliph (known in Packilvanian as muKhalif and in Drakken as mwuNkhalivi). The Caliph refers to a temporal ruler who acts as the secular guarantor of the existence of Magisterium of Paxism and Paxism as a whole, and is the temporal figurehead of the Ummah (the community of believers). The term originates from a Middle Packilvanian word khalfa, meaning to gather up and destroy weeds in a garden or field of crops or planted flowers. The term was first used by High Magister of Meker, Xumar Dumaymid, in 1768 in his opinion entitled On the Remit of the Temporal and the Spiritual (Packilvanian: weluBonooniyat aleYastarishme nadine leHivamishme).

Charter

The Charter of the Caliphate of Pax-Draconica (Packilvanian: luKhavnan luKhalifiyat aPax-Dhrakhonika, Drakken: lwuVunyirwo lwalwuNkhalifimbiwa lwalwuPaksDrakhoninka) is an international agreement between the Magisterium of Paxism and its consituent countries. It is the foundational document that sets out the structure, constitutional nature and relationships of its consituent countries, but also places requirements on its member states as well. The primary purpose of Pax-Draconica is to not only provide for the closer integration and cooperation of Paxist majority nations, but regulate their collective relationship with the Magisterium of Paxism.

It requires that member states establish Paxism as their state religion and to recognise the Magisterium of Paxism as the sole body with the power to interpret, teach and adjudicate matters pertaining to the canon law of Paxism and the path to Assimilation. It also specifies that the sole of the Writings of Paxism that is to be considered scripture is the Bas Magdamar, thus making the nations broadly aligned with the Melkezedekist sect. It requires that member states and the Magisterium of Paxism recognise the Sultan of Packilvania as the Caliph of Paxism. Thus, it also regulates ascension to the throne of Packilvania and the personal union of Packilvania and Drakkengard.

The Charter creates a framework for the nations to pursue closer diplomatic, economic, and political integration, but does not make binding requirements of them in that regard. As such, agreements relating to their temporal and secular relationship can be created in future and acceded to voluntarily. It recognises the consituent countries as sovereign nations with the right to govern their internal affairs and pursue foreign relations in accordance with their own laws and beliefs.

The Charter was first signed at the Bingol Royal Palace on 1 February 1986 by the following signatories: Sultan Amhoud I representing Packilvania and Provisional Chairperson of the Drakken Transitional Authority, Grand Duke, Usmil VI. It was subsequently ratified by the Parliament of Packilvania and the Representative Assembly of Drakkengard on 17 Odihan 1986 (March) and 21 Tharaan 1986 (November) respectively. Drakkengard incorporated it into their Constitution whereas Packilvania added it as an amendment on 28 Subal 1987 (May).
