Pax-Draconica, known officially as the Caliphate of Pax-Draconica (Packilvanian: luKhalifiyat aPax-Dhrakhonika, Drakken: lwuNkhalifimbiwa lwalwuPaksDrakhoninka) or simply the Caliphate and sometimes incorrectly as the Pax Caliphate, is a sui generis international polity that consists of countries that recognise Paxism as their state religion: Packilvania, Allegheny, and Drakkengard.
Pax-Draconica was founded in 1986 when Packilvania and Drakkengard adopted the Charter of Pax Draconica. The agreement was mainly concerned regulating the relationship between the constituent countries and the Magisterium of Paxism, establishing the Sultan of Packilvania as the Caliph to protect and advance the interests of adherents of Paxism more broadly.
The formation of Pax-Draconica was a seminal moment in the history of Packilvania and Drakkengard because it was integrated in their constitutions and laws and formed the foundation of the politics of Packilvania and the politics of Drakkengard. The member states of Pax-Draconica are also part of a security partnership aimed at intelligence sharing, extradition arrangements, non-aggression, and mutual defence.
Etymology
Pax-Draconica is Staynicised portmanteau of the abbreviations for Packilvania (i.e., Pax) and Drakkengard (i.e., Drakk) with a Stayno-Packilvanian locative suffix "-ica" (or "-ika" in Packilvanian or "-inka" in Drakken). The term was first used in a pamphlet published by Amhoud I during the Second Packilvanian Civil War that was widely circulated in Packilvania and Drakkengard about the importance of their respective unity and devotion to their religion to resist and overcome the Packilvanian Communist Party and its Drakken colonial government.
The term Caliphate is derived from the word Caliph (known in Packilvanian as muKhalif and in Drakken as mwuNkhalivi). The Caliph refers to a temporal ruler who acts as the secular guarantor of the existence of Magisterium of Paxism and Paxism as a whole, and is the temporal figurehead of the Ummah (the community of believers). The term originates from a Middle Packilvanian word khalfa, meaning to gather up and destroy weeds in a garden or field of crops or planted flowers. The term was first used by High Magister of Meker, Xumar Dumaymid, in 1768 in his opinion entitled On the Remit of the Temporal and the Spiritual (Packilvanian: weluBonooniyat aleYastarishme nadine leHivamishme).
Charter
The Charter of the Caliphate of Pax-Draconica (Packilvanian: luKhavnan luKhalifiyat aPax-Dhrakhonika, Drakken: lwuVunyirwo lwalwuNkhalifimbiwa lwalwuPaksDrakhoninka) is an international agreement between the Magisterium of Paxism and its consituent countries. It is the foundational document that sets out the structure, constitutional nature and relationships of its consituent countries, but also places requirements on its member states as well. The primary purpose of Pax-Draconica is to not only provide for the closer integration and cooperation of Paxist majority nations, but regulate their collective relationship with the Magisterium of Paxism.
It requires that member states establish Paxism as their state religion and to recognise the Magisterium of Paxism as the sole body with the power to interpret, teach and adjudicate matters pertaining to the canon law of Paxism and the path to Assimilation. It also specifies that the sole of the Writings of Paxism that is to be considered scripture is the Bas Magdamar, thus making the nations broadly aligned with the Melkezedekist sect. It requires that member states and the Magisterium of Paxism recognise the Sultan of Packilvania as the Caliph of Paxism. Thus, it also regulates ascension to the throne of Packilvania and the personal union of Packilvania and Drakkengard.
The Charter creates a framework for the nations to pursue closer diplomatic, economic, and political integration, but does not make binding requirements of them in that regard. As such, agreements relating to their temporal and secular relationship can be created in future and acceded to voluntarily. It recognises the consituent countries as sovereign nations with the right to govern their internal affairs and pursue foreign relations in accordance with their own laws and beliefs.
The Charter was first signed at the Bingol Royal Palace on 1 February 1986 by the following signatories: Sultan Amhoud I representing Packilvania and Provisional Chairperson of the Drakken Transitional Authority, Grand Duke, Usmil VI. It was subsequently ratified by the Parliament of Packilvania and the Representative Assembly of Drakkengard on 17 Odihan 1986 (March) and 21 Tharaan 1986 (November) respectively. Drakkengard incorporated it into their Constitution whereas Packilvania added it as an amendment on 28 Subal 1987 (May).
Caliph
The Caliph (Packilvanian: muKhalif, Drakken: mwuNkhalifi), currently Thumim V, is the temporal head of Paxism (according to the Magisterium of Paxism). Whereas the Supreme Magister of Paxism is the spiritual head of Paxism (according to Melkezedekists) and the chief executive of the Magisterium of Paxism, the Caliph is regarded as the highest non-spiritual leader of the community of the adherents of Paxism. The purpose of the Caliph is to act as a ceremonial figurehead and to use reserve powers granted to him to intervene on behalf of or to the benefit of Paxists.
The Caliph can use military force, economic sanctions, humanitarian aid, and diplomatic pressure to prevent, ameliorate and end the persecution of Paxists, to restore a Paxist government to power that has been illegally deposed, to support and encourage the propagation of Paxism, to ensure that the Magisterium of Paxism is able to conduct its work freely without arbitrary influence from external authorities, and to manage and oversee relations between constituent countries and the Magisterium of Paxism. The Caliph is regarded as the highest secular or temporal authority in consituent countries and is recognised as first in their ceremonial order of precedence. The Caliph may not legislate for or on behalf of member states, nor can he exercise executive or judicial authority over their internal affairs. He can mediate and arbitrate disputes between them and encourage peace between nations of believers and their citizens.
According to the Charter of Pax-Draconica, the Caliph shall be the same person as the recognised and legitimate Sultan of Packilvania and thus ascends to that post by virtue of the laws of succession of Packilvania. This means that the office of Caliph passes by agnatic primogeniture to the descendents of Amhoud I of the Bedonite dynasty. Agnates are legitimate male line descendants and they inherit based on their order of age with the eldest sons inheriting first. The descendents of senior agnates are preferred over younger agnates, so that the sons of the first born son (whether he is alive or deceased) shall be preferred over his younger brothers and their sons etc. At minimum, the Charter requires that he must be a practicing Paxist, an adult male, and a citizen of Packilvania born in wedlock or from a couple who married each other after his conception. The Packilvanian Council of State can declare his permanent incapacitation and proclaim his passing, delineate the line of succession and announce his successor.
The formal and long title of the Caliph is: By the Divine Providence of the Most Beneficent, Custodian of the Three Sacred Majhids, Caliph (Packilvanian: yeluRahman luHivaliyah muBas muBenaan, muHamiyfiya aleMajhid leHalaal leTaar, Drakken: ngalwuMusa lwolwuYumviwi lwalwuSomene lwuNgara, mwuNkensa mwalwiMadjidi lwolwuYeleli lwolwuTanu). By convention, it is integrated with the title of the Sultan of Packilvania as follows: By the Divine Providence of the Most Beneficent, His Imperial and Royal Majesty and Custodian of the Three Sacred Majhids, Sultan of Packilvania, King of Drakkengard, Caliph.
The Caliph is not entitled to receive remuneration or tribute from member states. However, in his role as the Sultan of Packilvania, he is supported financially by the government of Packilvania through the taxes it levies from its citizens. He is supported and assisted in the exercise of his daily duties by the Imperial Court of Packilvania. He is granted protection wherever the travels by the Packilvanian Armed Forces (as their commander-in-chief) and by other Packilvanian paramilitary, intelligence and law enforcement bodies (as the Packilvanian head of state). Nevertheless, when he is in the consituent countries they often voluntarily provide him and his retinue with his needs and ensure his safety.
Personal union
The nations of Drakkengard and Packilvania have a personal union whereby they share the same person as the head of state. However each country bestows on this person a different title without making reference to the titles and styles of the other country over which they are monarch. Drakkengard calls their head of state the King of Drakkengard and they address him by the style of His Majesty. In contrast, Packilvania refers to this person by the title of Sultan of Packilvania and by the style of His Imperial Majesty. Both nations have in their constitutions that they nations derive their sovereignty from Noi through their respective monarchies (which they refer to as Crowns and/or Thrones).
They both require that the person who is their monarch should meet all the criteria required to hold the position of Caliph, deferring to the Charter for guidance on the requirements or qualifications of a candidate to and holder of the office. Drakkengard goes a step further and defers to the laws of succession of Packilvania in determining how its own monarchy is filled. The Packilvanian constitutions grants various powers to the Council of State to ensure that the line of succession abides by both the Constitution and the Charter. The Drakkengardian Council of State ensures that the successor proclaimed by the Packilvanian Council of State meets the criteria set out by the Charter.
This personal union does not mean that Drakkengard cedes its sovereignty to Packilvania. Drakkengard remains a fully independent and sovereign nation and administers its internal affairs without the political or legal interference of Packilvania. Because the Drakken monarch spends the majority of his time in a foreign country, the Governor-General exercises some of the powers of the King on his behalf while he is away. The Governor-General is appointed by the King and the Prime Minister advises him on who to choose. The King will typically choose the head of the House of Drakk (who is also the Duke of Vaskar) as the Governor-General, currently Usmil VII.
Security Partnership
The constituent countries of Pax-Draconica have acceded to the Central Yasterian Security Partnership (CYSP). The CYSP is an offshoot of the Foreign Military Assistance Program (FMAP) of the Packilvanian government. The purpose of CYSP is to provide for security cooperation, non-aggression and mutual self defence among the participating states. CYSP is built on the following tenets:
- Intelligence sharing: Member states agree to share intelligence gathered by their respective intelligence agencies with salience for the security interests of the other member states. Additionally member states adhere to a common framework for sharing intelligence to enable efficient and security communication and transmission of sensitive information and documents.
- Extradition arrangements: Member states agree to a framework for managing applications from their respective law enforcement agencies for the repatriation of their citizens who committed crimes in their borders. They also agree to the actions and criminal charges from their courts that would require the other states to repatriate those people so that they can face trial in the country in which the crime was committed.
- Non-aggression: Member states agree not to declare war on each other nor to undertake actions that could be construed as war. This includes forbidding members from flying military aircraft or moving their military personnel and hardware into the territory of the other member states without the consent of the recognised government of that country. They also agree not to allow the militaries of foreign powers who intend on or are in the process of invading, unlawfully striking targets in or enforcing a no-flyzone over other consituent countries.
- Mutual defence: Member states agree to provide military assistance to member states that have faced armed aggression from another country. Under this framework, Packilvania has deployed nuclear weapons to the other member states. The other member states are permitted to deploy Packilvanian nuclear weapons to strike a state that has been reasonably and conclusively determined to have launched a strike against that nation first. Additionally, Packilvania maintains a military presence in the other member states in the form of military bases.
- Security cooperation: Member states agree to cooperate on security issues such as the illegal transport and sale of narcotics, people, endangered animals, historic artefacts, weapons, bioharzardous materials such as chemicals and pathogens. This entails providing training, sharing information, reporting and mitigating threats and risks. This also entails creating a mechanism got coordinating and enforcing cooperation on these security issues.
