The Parliament of the Andorinhões is composed of the Governor and two chambers: the Legislative Council and the Legislative Assembly.
Structure
Parliament consists of the Governor, the Legislative Council and the Legislative Assembly. The Governor summons Parliament, brings its session to an end by prorogation, and formally assents to every bill before it can become law. In practice, the Governor exercises all these powers on the advice of the Commission of the State.
The passage of legislation depends on the participation of all three component parts of Parliament. A bill myst be agreed to by both Chambers and receive the Assent of the Governor before it can become an Act of Parliament. The powers of the Legislative Council and the Legislative Assembly are constitutionally equal except that financial legislation may only be initiated by the executive through the Legislative Council.
By law a general election must be held at least once every four years. However, Parliament may be dissolved and an election called before the statutory period has elapsed. The power to dissolve Parliament is a prerogative exercised by the Governor, normally on the advice of the President.
Any member can initiate a bill, except bills involving expenditure or taxation. Most original bills are initiated by the Legislative Assembly, whereas the Legislative Council is mostly initiating the bills from the executive. Both Chambers have the constitutional right to reject any bill, and keep on rejecting it as long as it sees fit. It can also amend any bill, although, the Legislative Assembly cannot initiate or increase the amount of any bill dealing with taxation or expenditure.
The Parliament of the Andorinhões came into being in 1992 when the new Constitution came into effect.
The Governor
The Governor personifies the State. In law, the Governor is an integral part of the legislature. In practice, the exercise of the powers is made on the advice of the Commission of the State.
The Legislative Council
The Legislative Council has 25 appointed members. They are appointed by the Governor, on the advice of the President of the Cabinet of Ministers.
The Legislative Assembly
The Legislative Assembly has 65 members elected for a four-year term with a proportional system.
