The Parliament of the Andorinhões is composed of the Governor and two chambers: the Legislative Council and the Legislative Assembly.

Structure

Parliament consists of the Governor, the Legislative Council and the Legislative Assembly. The Governor summons Parliament, brings its session to an end by prorogation, and formally assents to every bill before it can become law. In practice, the Governor exercises all these powers on the advice of the Commission of the State.

The passage of legislation depends on the participation of all three component parts of Parliament. A bill myst be agreed to by both Chambers and receive the Assent of the Governor before it can become an Act of Parliament. The powers of the Legislative Council and the Legislative Assembly are constitutionally equal except that financial legislation may only be initiated by the executive through the Legislative Council.

By law a general election must be held at least once every four years. However, Parliament may be dissolved and an election called before the statutory period has elapsed. The power to dissolve Parliament is a prerogative exercised by the Governor, normally on the advice of the President.
