Victor Victrovavich was the head of the militaries of Salovia, and later Tuvaltastan. Soon after, he was elected to become the first High-Minister of Tuvaltastan. When originally the head of the Salovian militaries, Victrovavich was part of a series of talks about the formation of the Auroran Continental Assembly. These talks resulted in Salovia rejecting membership, as it would allow LGBT individuals to legally marry, a policy which Victrovavich was vehemently against.
