Although the Constitution of Packilvania delineates the powers of the Sultan, in reality he is an absolute monarch as he has full control over the levers of political power. Succession is by agnatic primogeniture to prevent the ability of a man outside of the ruling family from inheriting the throne as was nearly the case with Thadeus II of Great Morstaybishlia. The female equivalent of the title is Sultana however this title is only used for the Sultan's wife and mother. The Staynish equivalent of the Sultan's style is contentious as some academics differ on whether the Sultan is the equivalent of an Emperor or a King. The Sovereign resides and works in the Bingol Royal Palace in the capital city of Bingol. According to international observers, the Sultan is an autocratic totalitarian dictator.

Powers and duties

Executive

The Sultan is the head of government. He has the power to appoint and dismiss Ministers, to allocate and delineate the roles and functions of portfolios, to set up, disband and reconfigure executive departments, to issue executive orders, and to control and direct the work of the executive branch. He has the duty to ensure that the executive branch is just and fair and competent.

Legislative

He has the power to appoint representatives to the Legislative Council (upper house of the Parliament of Packilvania), to dissolve the Parliament of Packilvania and call for fresh elections of the Consultative Assembly and to veto laws passed by the Parliament. He has the duty to ensure that the laws are just, consistent, efficient and robust.

Judicial

He has the power to appoint justices of the Supreme Court of Packilvania and to grant pardons and mercy. Although he is not involved in the daily affairs of the judiciary, the judges deliver justice in the name of the Sultan. He has the duty to ensure the justice is effective, and fair and functional.

Administrative

The Sultan has the power to appoint and dismiss the Emirs of the various provinces of the country. The Emirs report to him on the exercise of their duties and are accountable to him for the decisions they make. He has the duty to ensure to effective and lawful administration of the provinces of the nation and to promote their development.

Military

He has the power to appoint the Chief of Defence Staff and other senior members of the armed forces responsible for heading its key branches, commands and other structures as stipulated by law. He has the power to declare war, make peace and order the deployment of military personnel and assets in combat, humanitarian, law enforcement and civilian support roles. He has the duty to ensure that the nation is protected from foreign attacks and to support its allies facing invasions or natural disasters.

Religious

He has the power to appoint the Grand Ayatollah of the Council of the Magisterium based on its recommendations. He has the duty to protect places of worship, ensure that religious laws are upheld and affirmed by the state, that heretical practices are stamped out and punished, to ensure that the Sacred Scriptures are taught and respected throughout the realm, to uphold the edicts of the Council and to prevent and punish the blasphemy of Zora.

Emoluments

The Sultan has an annual salary of 4 million SHD. The Imperial Household has a budget allocation of 70 million SHD. The Sultan's income is not taxed and he is not required to publicly disclose his finances. The Sultan's net worth is reportedly valued at 1.57 billion SHD. This includes residential and industrial property, stakes in companies, bonds, art, jewelry, farmland and other asset classes. The Sultan has unlimited use of state resources such as security, state properties, etc.

Title and style

The Sultan's full title is: By the Divine Ordination of the Most Benevolent, His Imperial Majesty, the Sultan of Packilvania.
