Records of civilization in Shagonar go back as early as 200 Kya, with ancient [[Cava]] settlements dotting the Partomok'le river. Evidence in the area suggests that around 160 Kya prehistoric humans entered the region, and began feuding with the Cavan peoples along the river. By 100 Kya, evidence of Cavan habitation petered out, replaced by prehistoric human tools and weapons. Over time, the human hunter-gatherer society in the area developed into the Proto-Shalisic Civilization by 2500 BCE. By 1500 BCE, the Shalisic civilization formed into the early Ethaln and Lovian peoples who today inhabit the region, forming the beginnings of the maritime cities Shalisi, Gonilavi, and Naravili.
