Shagonar, formally known as the United Wards of Shalisi, Gonilavi, and Naravili, is the most populous city in Tuvaltastan. Situated at the mouth of the Partomok’le River, it is home to 13,833,734 individuals within the city's metropolitan area, and is the administrative head of the Uk’idasavleti Province. The city is the economic and cultural hub of the nation, and serves as a secondary political hub for Tuvaltastan, as a large share of embassies are hosted in Shagonar, and many meetings regarding foreign affairs take place in the city as well. Shagonar is also part of a larger population collective, known as Shachika (often stylized as ShaChiKa), which holds a population of 20,713,788 as of 2020.
Records of civilization in Shagonar go back as early as 200 Kya, with ancient Cava settlements dotting the Partomok'le river. Evidence in the area suggests that around 160 Kya prehistoric humans entered the region, and began feuding with the Cavan peoples along the river. By 100 Kya, evidence of Cavan habitation petered out, replaced by prehistoric human tools and weapons. Over time, the human hunter-gatherer society in the area developed into the Proto-Shalisic Civilization by 2500 BCE. By 1500 BCE, the Shalisic civilization formed into the early Ethaln and Lovian peoples who today inhabit the region, forming the beginnings of the maritime cities Shalisi, Gonilavi, and Naravili. The three grew to become important cities in the Kveshi Empire, and soon became the seat of the Kveshi monarchy until the establishment of Salovia, which would see the Suvolic and Kveshi empires uniting under Kveshi King Odelfv (later changing his title to Rorik III), who had usurped Suvolic King Rorik II in a bid to unite the thrones. With this unification, King Rorik III renamed the city to Shagonar after unifying the three cities into one singular entity. The newly-incorporated city saw a decline in political prominence however, as it no longer was the seat of the monarchy after uniting with the Suvolic empire; instead, the city shifted focus towards economic growth, and became one of Salovia's major cultural and economic hubs. During the Civil War, Shagonar avoided much of the chaos and bloodshed that ensued, existing physically far from the majority of fighting that had gone on. This relative separation from the war kept most historical sites intact, and today is one of a small number of Salovian cities that have maintained much of its historical locations. Now part of Tuvaltastan, Shagonar today maintains its position as a cultural and economic hub of the country, with the capital Akhalibisi serving as Tuvaltastan's political hub.
Shagonar is the largest urban economy in Tuvaltastan by gross domestic product, and is considered a minor world city. As part of ShaChiKa, it is part of the leading business and finance center of the country. It hosts a number of Auroran 100 companies and is the fourth- or fifth- largest financial center on Aurora. The Heritage Tower in downtown Shagonar is the largest building in eastern Aurora, and one of the tallest on the continent. Shagonar also is part of Uk'iMetro, the large metro network that connects ShaChiKa, one of the largest in the world.
