The Packilvanian Expeditionary Front (Packilvanian: LuHagan luVekhter aluBakhilfaniya, abbreviated PEF or luHAVEBA) is a military wing of the government of Packilvania under the Minister of Foreign Affairs responsible for implementing unconventional warfare. Whereas the Packilvanian Armed Forces is responsible for conventional warfare and defence concerns, the PEF is responsible for unconventional warfare.

Structure

The Sultan of Packilvania, currently His Imperial Majesty Namdun III has supreme control over all security matters. Nevertheless responsibility for the daily administration of the PEF has been delegated to the Department of Foreign Affairs under Minister of Foreign Affairs Prince Yahed a-Eren Bedon. The Chief of the PEF currently General Ravahad Avamid is the highest professional officer.

Function

According to the Decree 56 of 2001: Packilvanian Expeditionary Force, the PEF has the following duties and responsibilities:

  • To train, support and arm non-state actors who align with the interests of Packilvania
  • To engage in unconventional warfare for the sake of advancing the interests of Packilvania
  • To infiltrate foreign nations to bring them into alignment with Packilvanian strategic interests.

The purpose of the PEF is to give the PAF the room to engage in conventional warfare with Packilvania's geopolitical rivals namely South Hills, Vekaiyu and Free Pacific States.

Personnel

The PEF has 750,000 total members including technical, medical and combat personnel. They are all career volunteers. Whereas the PAF has a large pool of infantry from minority groups, the PEF is dominated by elite soldiers from privileged social groups. Becoming a PEF member requires a two to three year qualification from the Sultan Namdun III University of Military Sciences. Only 2,000 candidates are accepted annually from a pool of 10,000 applicants. Education is funded entirely by the PEF Training Scholarship to successful entrants. Training includes rigorous fitness, hand to hand combat, firearms, health and safety, emergency response, foreign languages, study of foreign nations and other skills. The average salary is 10,000 KRB a year, about 20 to 40% higher than the average member of the PAF. The average age is 30 (which is 5 years older than the average of the PAF which is 25). The average career is 15 years with commanding officers being around 50 years on average. Members use the same system of ranks as the PAF.

Activities

  • Non-State Combatants Training Program (NSCTP) is in charge of providing combat, administrative and other training to Combatants from non-state actors. These are organisations whom neither Packilvania or most states recognise as independent states, but who aim to either secede from, take control of or change the policies of a recognised state through armed force. The tactics that the PEF encourages relate to espionage, sabotage, ambushes, assassinations, and related activities. Organisations incubated by this program include Al-Jaheed.
  • Non-state Actor Oversight and Management Program (NSAOMP) is responsible for managing communications, relations and liaisons with non-state Combatants, for mitigate the risks that these organizations inherently expose Packilvania to and for putting in place and executing contingencies in case they become threats.
