The International Socialist Endowment Fund (ISEF) [Frakanic: Le Fonds de dotation de l'Internationale Socialiste], is a non-profit Côtois NGO founded in 1982, that funds and assists in the development of democratic socialist parties internationally to increase the effectiveness and popularity of socialist parties, socialist ideals, union membership and political activist groups within their respective countries. ISEF is funded primarily by an annual allocation from the People's Federal Royal Parliament. The ISEF was created as a private, non-profit corporation to promote democratic socialism. In addition to funding, it supports and houses the Workers’ Journal, the Global Movement for Workplace Democracy, the Congress for Democratic Socialist Studies, the Network of Socialist Democracy Research Institutes, and the Cooperative for Left-Wing Media Assistance.

The stated mission is to “support and strengthen the international labor movement, increase democracy in the workplace, citizen participation in democratic institutions and encourage openness and accountability of governments.”

ISEF provides several workshops to promote education in citizen participation, democracy (both in government and in the workplace), technology, political inclusion of marginalized groups, gender equality and youth political participation. The ISEF does not operate within the Federation of the Southern Coast and is non-partisan in Royal Workers’ Party faction elections; taking no position in Côtoise elections. The ISEF has been the target of accusations by political activists, groups and governments around the Urth for regime changes, and/or being an instrument of Federation foreign policy pushing democratic socialist ideology.

History

In a speech in 1980 to the parliament, Federal Prime Minister, Judith Ardouin proposed an initiative to “To foster a democracy, both in the government and in the workplace internationally. To create the infrastructure of democratic socialism, truly free press without the pressures of capitalist funds, unions that fight for the worker, political parties that work for the people, not the corporations and universities of free thought without the threat of funding being pulled by the rich.”

The plan was pushed forward heavily by the Advancement and Springtime factions of the Royal Workers’ Party in the parliament. Together with professors, unions workers and political analysts, to create a government-funded but privately-run democratic socialist promotion foundation to support socialist groups and parties. Later in 1984, including support for encouraging union membership itself and union activist groups, but not the unions themselves. The idea was strongly championed by the Ministry of Foreign Affairs, which argued that a non-governmental foundation would be able support the socialist worldview, provide assistance to suppressed socialist movements in countries and foster democratic socialist party movements.

Funding

ISEF receives an annual appropriation from the Côtois budget primarily from the Federation’s Agency for Mutual Aid and Development Fund, and is subject to parliamentary oversight even as a non-governmental organization.

Rose Award

ISEF’s board of chairpeople annually gives a Rose Award to recognize “the courageous, inspiring and talented work of individuals and organizations that have advanced the cause of sapient rights and democratic socialism around the world.” The trophy is a handheld glass statue of a rose dyed red with two hands holding onto it.
