Heanric Wilhelmesunu, Duke of Kalmington

Heanric Wilhelmesunu, Duke of Kalmington, Lord-Councilor of Blawport (Staynish: Henry Williamson Morvan; 13 April 1771 – 30 August 1836)[note 1], often simply referred to as Lord Kalmington, was a Stayno-Tretridian aristocrat, writer, political theorist, and statesman who served as Prime Minister of Tretrid from 1802 to 1810. His political philosophy influenced the development of constitutionalism and led to his substantial contributions to the 1804 Charter of Privileges, after which he served as the first Tretridian prime minister under the office's modern, constitutionally defined role.

Morvan was born to Lynda Morvan, the 46th Duchess of Kalmington, and Wilhelm Eadweardesunu, a Tretridian aristocrat serving as the Tretridian ambassador to Morstaybishlia. He grew up surrounded by the politics of the Morstaybishlian royal court, as well as the broader Enlightenment, his experiences of which would be a major influence on his later political ideas. In 1789 he traveled to Tretrid to attend the University of Cynebury, and met the young Princess Eadgyð for the first time at the Tretridian royal court.

Morvan returned to Morstaybishlia in 1794 and published his first political treatise, Constitutions and the Social Contract, later that year. He also began to correspond heavily with prominent members of the Morstaybishlian peerage, other intellectuals, and various rulers, most notably Princess Eadgyð. He inherited his mother's title after her death of pneumonia in 1797, becoming Duke of Kalmington.

The outbreak of the Secceran Revolution in 1800 led Kalmington to return to Tretrid on behalf of Crown Princess Eadgyð, where the two began to plan systemic reforms to the Tretridian government to restabilize the monarchy. Eadgyð had Kalmington named as Lord-Councilor of Blawport to have a seat in the Witenagemot, and later appointed him as Prime Minister in 1802 to prepare for these reforms. They eventually developed into a broad two-year effort to write a Tretridian constitution, culminating in now-Queen Eadgyð II promulgating the Charter of Privileges in 1804, forming the basis of the Tretridian constitution. As Prime Minister, Kalmington also encouraged the adoption of the steam engine in the Greatflood Basin, having observed the effects the engine had on Morstaybishlian industry, thereby kicking off industrialization in Tretrid.

Kalmington navigated the Tretridian government through a period of political upheaval that resulted from this radical constitution and passed the Declaration of Rights and Obligations in 1805 against the background of the Charter War. The Declaration enumerated and expanded upon a number of civil and political rights and expanded the voting franchise for elections to the Witan from property-holding men to all male citizens, while also providing for mass conscription that would be heavily employed in the Charter War. A highly charismatic speaker, Kalmington gave a number of public speeches throughout his premiership that drew large crowds of supporters and increased fervor for the new constitutional system.
