The Urthian Worker's Internationale (UWI or The Internationale) is a supranational union of Urthian socialist and communist states. Its main mission is to promote socialist ideals across Urth, as well as provide support to smaller member states.

The Socialist Council consists of the Supreme Socialist, as the Leader of the House, and all member states. The council handles decisions and policies regarding a range of affairs. From economic reform, to widespread social policies, to environmental matters. It also works to approve or reject motions submitted from the Red Defence Council (see below). Each member state holds a position on this council and is expected to abide by the Internationale's policies. Each proposed policy is put to a vote of either a simple majority or a two-third supermajority as defined by the Founding Socialist.

The Red Defence Council consists of the Marshal Socialist, as the Leader of the House, and member states which have opted into the Defence Council. Members of this council are usually high-ranking military officials or industry experts. Their remit is to maintain the defence of the Internationale from an operational and training perspective. Their successful motions are submitted to the Socialist Council for approval by politicians before execution. Benefits of the Red Defence Council include access to a joint research laboratory programme, a joint officer's training school, and naval access to the World Worker's Canal.

Presiding over both councils is the Founding Socialist, a position currently held by Ronald Stemmler, who is the current Chairman of State in the Democratic Republic of Osterlicsh. This unelected post was designed to allow the Osterlicshian founders some control over the flow of house business. Stemmler was reported to have commented on the matter "Osterlicsh simply wishes to maintain an appropriate discourse." The policy on succession of this post in is not clear.

History

The UWI was officially formed on the 1st June 2020 by the Democratic Republic of Osterlicsh, although the union was not announced to the world until the 12th June 2020.

Organisation

The UWI consists of a number of roles and positions. These roles are elected by the delegations of member states annually. Below is a table of these roles.

Current Policies

Policies refer to both motions, which are discussed and put together in a more simplistic format, and bills, which are in a more complete format. "Current Policies" refers to policies which are currently enforced by UWI law. As per the Constitution of the Worker (2020), all UWI Current Policies are adhered to. Else the consequences in the broken policies are to be considered. Below is a summary of the Current Policies.

    • Outlines the responsibilities of Member States in their commitment to the cause. Acts as a membership agreement.
  • Internationale Mutual Defence Act (2020)
    • Regulates the condition in which the Red Defence Council can operate offensively, defensively, in readiness, in development, and in peacekeeping operations.
  • Internationale Posts Election Act (2020)
    • Outlines the annual election of the Supreme Socialist and Marshal Socialist. Does not currently have a date set for annual elections, but instead contains information about term limiting.
  • Election of Supreme Socialist (2020)
    • Requires the election of the 1st Supreme Socialist by 1st July 2020.
  • Election of Marshal Socialist (2020)
    • Requires the election of the 1st Marshal Socialist by 1st July 2020.

Policy Naming Convention

Policies and motions are named under the same format. They are known under the same code from their first raising to the Council until they are made into a bill. The first two letters identify the source of the policy. SC is used for the Socialist Council and DC for the Red Defence Council. Bills which succeed the Defence Council retain their DC identifier when voted for in the Socialist Council. The second section is the date on which the policy was first proposed in a (DDMMYY) format. The final section is an incrementing number of the day's motions. If three motions have already been submitted on the same day, then the fourth will end in "-04".

In amendments, a letter may be suffixed to the policy name to

List of Motions

Motions are raised to each council by member states and are selected for discussion by the Supreme Socialist for the Socialist Council and the Marshal for the Red Defence Council. Here, the motions are discussed and, if appropriate, put to a vote. Successful legislative motions in the Socialist Council become Current Policies, whereas successful motions in the Red Defence Council become motions for the Socialist Council. Motions which pertain to military action or elections become "Current Policies" for the duration of their existence and become defunct once completed (unless specified otherwise).
