Uramid Nekhal DCE is a female Packilvanian Feline who has been the incumbent Governor of the Packilvanian Central Bank and an ex officio member of the Parliament of Packilvania since 2008. Under her tenure the PCB has implemented strict regulations of banking in Packilvania as well as capital and exchange controls to carefully manage the exchange rate of the Packilvanian dinar according to industrial policy. During her tenure the currency has become a beta world reserve currency. She has defended the independence of the bank and gone on to receive prestigious awards including the Order of the Empire from Sultan Namdun III. She worked as the Chief Operating Officer of the Agricultural Bank of Packilvania for 2 years, prior to which she was the Director of Client Operations. She has an Master in Business Administration (MBA) from the University of Eldura Graduate School of Business and a Master of Sciences in Chemical Engineering degree form the Everyet University of Technology.

Early life and education

Dr Uramid Nekhal was born to two rice farmers, Lahin Nekhal and Ashmayira Nekhal (née Mohadeen) in a village called Hashmayira over 100 kilometers from Chalaigard in 1967. She attended the Wusayn Nayoub the Matyr Preparatory School where her teachers and family describe her as being a happy and energetic child who was eager to learn despite the fact that the school consisted of one large room. In 1977, her parents asked her uncle Tajhmouda Nekhal to raise her because of the hard times they hadfalled on due to the Second Packilvanian Civil War that started in 1975. At the age of 10, she went to live with him in Chalaigard where she studied at the Comrade Bartab Khilidin Preparatory School and went on to study at the Mount Henab High School.

After school she would attend party rallies with the uncle. In 1980, she fell in love with a boy who left school to join the Carriers of Mercy as a spy. Under his influence, she would take bits of information to her boyfriend. The Secret Police caught her speaking with him and she was arrested. Her uncle paid 30,000 dinars to the local Procurator to free her. He apparently was incredulous that she would be capable of it and she played along with the ruse. Tajhmouda rose higher in the ranks of the party, enabling her to convey more information to her boyfriend. The two parted when she got pregnant in 1982. Her aunt, Tajhmouda's wife Jumayma had her abort the child in secret. When the Carriers seized Chalaigard in 1982, her boyfriend told them of her bravery and General Akhnid Harmihad spared her uncle's life and she was formally inducted into the Carriers. She was one of the few who was able to continue studying and graduated with honors and excelled in her University Entrance Examinations and went on to study chemical engineering at the Chalaigard University of Technology in 1983. She completed her Bachelor of Engineering degree and continued to study a Master of Engineering degree at the Everyet University of Technology which she completed in 1991.

Career

In 1992, she landed a job at the Khanad Agricultural Engineering Corporation which manufactured agricultural equipment. She went on to rise to a Project Management role in the company in 1998. Seeing her effective management capabilities, she was elevated to the Head of Operations in 2000. She studied a Master of Business Administration in 2004 at the University of Eldura in Vekaiyu. She returned to Packilvania and was hired by the Agricultural Bank of Packilvania as a Director of Client Operations. In 2006, she was appointed as the Chief Operations Officer. In 2008, she was appointed as the Governor of the Packilvanian Central Bank by Sultan Namdun III on the advice of Prime Minister Prince Isakar.

On assuming the role, she led the Bank to raise interest rates due to fears that a massive asset price bubble in the securitised mortgage loan secondary market would pop following a 230% increase in housing prices and a 350% increase in the value of total mortgages to households. With household debt rising to 60% of GDP, the Bank raised interest rates to 12% from 5%. Despite the collapse of massive property development firms like Jumhur Construction Company which defaulted on a 100 million Kirib loan repayment to the Construction Bank of Packilvania and a total asset wipe out of 18 billion KRB, and other property development collapses, the asset price bubble seemed to stabilize.

She came to blows with the Minister of Finance who feared that the Imperial Treasury could not afford to service such a massive increase in the interest rate because it would increase yields on treasury bonds. In 2010, Packilvania engaged in the Tasselvalta War which in fact forced the Packilvanian Central Bank to lower interest rates so that the Department of Defence could borrow funds from the banks in Packilvania at lower interest rates. Under her tenure the bank introduced rules to improve accountability and reporting of the financial and investment decisions of the banking sector. The bank increased capital controls to restrict financial movements out of the country after in 2014, massive capital outflows to foreign nations led to a slump in domestic investment.
