Another area of contention was the section on the referendum. Originally Packilvania wanted [[Puntalia]] to have the option of either joining [[New Puntalia]], being an independent state or joining [[Rodenia]]. The UCA member states were vehemently against the latter option and it was removed from the original agreement.

## Not to support terrorists, criminals, secessionists, or any other coup plotters who threaten the territorial integrity, legitimate and present government, and internal security of the other,
## Not to invade each other or assist another power to invade the other or compromise their territorial integrity,

# Packilvania and the Union of Commonwealth Alliances agree to work towards the following goals:
## Rodenia to withdraw its forces from Puntalia
## Rodenia to recognize the independence of New Puntalia
## A referendum to be held in Puntalia regarding whether it wants to remain independent or to reunite with New Puntalia
## The peaceful resettlement of Rodenians from Puntalia to Rodenia who wish to return,
## To prevent and stop ethnic violence against Puntalians in Rodenia and against Rodenians in Puntalia,
## Rodenia to recognize the independence of Puntalia if it chooses to be independent,
## New Puntalia to recognize the independence of Puntalia if it elects to be independent,
# Packilvania and the UCA agree not to:
## Invade, threaten to or assist another power or force to threaten or undermine the territorial integrity of Puntalia, New Puntalia or Rodenia without prior provocation from the other,
## Assist Rodenia to invade Puntalia or New Puntalia or Puntalia and New Puntalia to invade Rodenia,
## Not to interfere in the referendum in Puntalia as mentioned in Chapter 2 Section 1.c
# The Union of Commonwealth Alliances agree not to interfere in the internal affairs of Rodenia,
# Packilvania agrees not to interfere in the internal affairs of Puntalia and New Puntalia.
# Packilvania agrees to withdraw all military forces from Rodenia except defensive or peacekeeping forces and it agrees to coordinating such activities with the Union of Commonwealth Alliances
=== Chapter 3: Mediation, Interpretation and Enforcement ===
# If either the UCA or Packilvania believe that the other is in breach of the terms of the Treaty they are to lodge a complaint with the Republic of Oscrelia.
# The Republic of Oscrelia shall agree to organize a tribunal to assess whether the terms of the Treaty were broken.
# Packilvania and the UCA agree not to withdraw from the Treaty or to act as though they have until the outcome of the tribunal mentioned in Chapter 3 Section 2 has been announced.
