The Empire of Raveran (T.E.R or TER), commonly known as Raveran, is a coastal country located in northern Gondwana. It is a Federalized Elective Monarchy with 7 Provinces. It has a population of 35 million Raveranians (2020). It controls an area of 489,280.6 sq. km. It owns a somewhat diverse region in terms of climate as it controls rainforests, savannahs, beaches, and parts of an ice cap.

History

The Raveranians were originally an indigenous group of people native to Gondwana that were free until the year 1106 when The Holy Empire of Thelianon (The HET) swiftly conquered them and subjugated them. The Thelianonese Government began to oppress The Raveranians and restrict their civil rights to the point they were not considered citizens within Thelianon. Although they were exposed to the technology of the 'modern' era during this time, The Raveranians had a specific and unique cultural identity that they maintained even whilst oppressed, even developing a sense of brother and sisterhood as a result of their struggles together. This resulted in them having ethnic divisions and tension with the Thelianonese and other Ethnic Groups in the Empire which increased as the decades went on. As a result of increased Raveranian calls for independence in 1413 following the massacre of a Raveranian town in a 'military exercise', after more than 200 years of oppression, the Raveranians were hunted down and declared enemies of the state and mistreated even further, having next to no civil rights at all.

It wouldn't be until 1527 that The Raveranians managed to form an armed revolt and began to riot against the government, causing massive uprisings and encouraging other ethnic groups that were oppressed to riot as well. During this time, The Thelianonese government was extremely weakened as the previous Emperor died of a sudden illness in 1525, resulting his 7-year-old male heir being crowned the next (and last) Thelianonese Emperor. Because the Thelianonese Emperor had complete and absolute power, the child-Emperor's advisors had to listen to the orders from an actual child which resulted in coups against the child-Emperor and incompetent decisions, with both playing a major part in weakening the HET government. Taking advantage of this, many ethnic groups rose up against the government in an attempt to gain freedom. Raveranians fought long and hard for their independence before finally managing to be free as The Holy Empire of Thelianon collapsed in 1598.

The Raveranians now simply called themselves 'Raveran' and set off on a journey to their homeland. The Raveranians wandered the tropical rainforests and savannahs of the continent of Gondwana before coming upon a small bay where they originated from, setting up fishing communities there in a settlement that would come to be known as Raverania. They quickly found an abundance of natural resources in the mountainous regions, food from the rain forests, fertile soul from the water and forest rivers, and lots of natural resources in general. They quickly organized themselves into place, setting up a government and appointing the Raveranian leader as the first Raveranian Emperor, Emperor Raverburgen I

The Empire of Raveran was then formed and it has expanded province by province afterwards, with the people electing Senators to represent them in The Raveranian Senate Council. The country expanded outwards more and more, connecting with people who were descendants of Raveran during the Thelianonese or wandering days following their newfound freedom. This caused the people living there to willing convert due to their shared history and combined with the Raveranian government offering cheap prices for land, caused a mass migration westward until the country reached the borders it has today. The people began to settle into the land and populate, technologically advancing and catching up with the rest of the world after reverse engineering Thelianonese technology and purchasing more, eventually reaching 35 million people in 2020.

Government

Head of State: Emperor/Empress

The Emperor is an elected and hereditary position who serves for life. If an Emperor dies childless or without a legitimate child, an election for the new Emperor is held. During this election, all citizens are required to vote. To run for Emperor, someone needs to be at least 35 years old and have served in a political office for at least 10 years. Additionally, they cannot be convicted of a serious crime and must have been born in the country. The Emperor is called an Empress if a female Raveranian is elected.

The Emperor can be voted out of power via a Vote of No Confidence. The Raveranian Senate Council can host a Vote of No Confidence if the majority of Senators agree to host it. If the Senators vote unanimously in favor of No Confidence, the current Emperor is ousted, and an election is held.

2nd in Command: Grand Councilor

The Grand Councilor is in charge of the Senate Council and leads its meetings. It is a position that is appointed by the Emperor and is considered 2nd in command of the nation. They serve terms of 20 years and there is no term limit. The Emperor can remove his Grand Councilor at any point but must have valid reasoning to do so. Additionally, the Senate Council can remove the Grand Councilor by hosting a Vote of No Confidence. A Vote of No Confidence can only be held if the senators vote majority in favor to host it. The Grand Councilor can only be removed if the Senators vote unanimously to remove him. This can be vetoed by the Emperor unless it is for a crime committed by the Grand Councilor

Legislative Body: Raveranian Senate Council

The Senate Council is Senators appointed by the people every 10 years to represent their provinces. The Senators appoint a council to advise them called The Provincial Council which is charged with voting on laws presented by the Senators for their province they represent. The Senators can serve a maximum of four terms and must be born in the country to run for office. There are 2 senators per province in the Senate Council. There are 2 senators per province and one governor per province. The Governor is an elected position held for 25 year terms which a maximum of two terms allowed.

There are three court systems in The Empire; The Imperial Judicial Court (IJC), Provincial Judicial Court (PJC), and Municipal Judicial Courts (MJC). The IJC is composed of the Emperor/Empress and 15 judges appointed by them. The IJC Judges are able to pass laws which affect the entire nation, but these laws can be overturned by the Emperor and the passing of these laws can also be vetoed by the Emperor. The PJCs are the court systems for provinces. Each province has a PJC which are capable of passing laws which affect their province, but these laws can be overturned by the Senators, Governors or Emperor and the passing of these laws can also be vetoed by the Senators, Governors and Emperor. The MJCs are simply the court systems for cities.

Imperial laws, meaning laws passed by the Imperial government (The Emperor/Empress and his/her advisors), are listed as being above Provincial laws, which are laws passed by Senators, Governors and their advisors. The Provincial Laws and Imperial Laws can be overturned by The Imperial Judicial Court or The Emperor. Provincial Laws can also be overturned by the Provincial Judicial Courts, The Provincial Government, or the Imperial Government. Provincial Laws can be passed across all provinces as Universal Provincial Laws (still inferior to Imperial Laws but superior to Provincial Laws) if the Senate Council unanimously agrees on it. Universal Laws can be overturned and vetoed by The Senate Council, Imperial Judicial Court, or Emperor. Additionally, if the majority of the Senate Council votes in favor of a law, it can be proposed to the Emperor to be passed as an Imperial Law. The passing of laws proposed by The Senate Council as an Imperial Law can be vetoed by The Emperor, as can the passing of a law as a Universal Law.

Political Freedoms

All citizens of The Empire are able to vote for whichever candidate they want. Voting in elections for Senators is not required, however, Emperor and Governor elections are required by law to vote. Those who refuse to vote are imprisoned for <1 year and/or fined up to 1,000 Ravers depending on reason. This excludes people who are hospitalized or disabled. Disabled individuals must be officially exempted by the Government. Additionally, the citizens of The Empire are able to criticize their government and Senators freely without consequence.

Civil Rights

There are excellent civil rights. Civilians are able to choose who they want to marry, are able to divorce, adopt children, and so on. There is no discrimination based on sexuality, skin color, ethnicity, race, country of origin, etc. Freedom of speech is required by law and civilians are generally able to live how they want (as long as it doesn't conflict with Imperial laws or Provincial laws). There are also outstanding rights for workers, those in poverty, and those who are disabled and elderly. There are protections in place for minorities who are oppressed in other countries.

Judicial Rights

Everyone in the Empire is allowed to sue other civilians and have access to divorce, adoption, marriage, and employment courts. Lawyers are hired privately. If an individual is not able to afford a lawyer, one is provided to them sent from the Provincial government to defend them.

Laws vary depending on the Province, but Imperial Laws apply across the Empire. There is a Municipal Court System, which is the courts of the city the crime or lawsuit is taking place, a Provincial Court for each Province, which is utilized if Municipal Courts cannot come to a decision and to vote to overturn Provincial laws, and finally The Imperial Court for the country which votes to overturn Imperial Laws or takes cases that the Provincial Court cannot come to a decision on All overturning of laws can be vetoed by the Emperor.

Personal Rights

There are complete freedoms of religion, self-expression, etc. This includes same-sex marriage, equal opportunities in workplaces, and so on. There are a number of constitutional rights given to individuals in the Raveranian Constitution

Media

There is some state-owned media, however, citizens can access media freely and privately owned media outweighs state media

Religion

There is a freedom to Religion completely. Churches can be built made up of all religions and they have a huge discount in terms of taxes.

Self-Expression

Anyone can express their culture, gender, gender orientation, sexual orientation, or any form of self-identity without legal reprecussion.

Customs

On a Raveranians 16th and 40th birthday, a special celebration is held to commemorate the milestone. There is a dance where each member attending provides a gift and comes with a dancing partner. They perform a pre-planned dance together along with a dance being available for just the Birthday Person and their mate if they have one.

Marriage is traditionally done at age 28

Holidays

The anniversary of the Independence of The Empire is celebrated as is the day of The Birth of The Empire.

Cultural Values

The people of Raveran are very fierce, independent, brave, and caring at the same time.

Family Life

Families typically have 3-5 children and are typically a male and female couple, but there is a significant amount of non-heterosexual couples.

Education

Grades have four levels. There is Basic (ages 5-10), Intermediate (6-8), Advanced (9-12), and College. School is funded by the state up until College level. College's get their income from admission fees, however, student loans do not have interest charged on them and there is an Imperial cap on how much a college can charge.

Citizenship

Citizenship is given by birth or by living in the state for 10 years under a Temporary Citizenship. Temporary Citizens have the same rigts as Citizens but cannot vote in elections

Immigration

Immigration is typically allowed from all countries except nations the country is at war with. There are various background checks done by immigrants before they are legally allowed to enter. They must pass a test showing they know Raveranian languages and cultural values as well as basic history tests about the Empire. Following this, they are given Temporary Citizenship for 10 years before gaining Citizenship fully. Those who commit crimes as Temporary Citizens are potentially deported back to their home country to be tried.

Branches

There is an Army, Navy, Air Force, and Special Forces Brigade.

Service

There is compulsory military service for at least a year after Citizens turn 18. They must also register for a draft at Age 18. Both males and females can enlist. Both males and Females can be drafted as well. Females must wear their hair short just as males are required to.

Government Benefits and Pensions

There are government pensions for those who were in service for at least 5 years and/or were honorably discharged. Those who were dishonorably discharged do not receive pensions. Pensions include better social security, healthcare, discounts on various businesses, and a check for 200 Ravers every month.
