TONOP 173, also known as Counter-Xeno Invasion, is a joint-Ministries Côtois government document that describes a hypothetical plan for a alien invasion into the Federation and the defense of the country in 1st of March 2022. The plan is noted be incredibly detailed, describing the alien lifeform, the materials the aliens use and so forth leading so many alien conspiracy theorists to believe the Federation had made contact with aliens and preparing for a invasion by them. The plan and documents laid out is part of a fictional training scenario for junior officers undergoing training, creative solution-finding problems for students in university and a emergency service testing as well as Federal level contingency plans for the situation. The TONOP usually only for military training purposes, has made exceptions to the plan previous in the past to include Federal, Petite-national and universities as a method to encourage out of the box thinking to problems. As such, the overly detailed situation was seen as perfectly normal within the Federation, as throughout the decades various TONOP have been used in the past though never in such a large of a scale to include several ministries and education field at the same time. The Lapérouse Strategic Command Committee, Ministry of Education and several other ministries found that the "Alien Invasion" was very successful for training and educating in the Côtois in finding creative solutions. Engineering students have created several potential weapons to combat a hypothetical alien invasion in near-space conditions, despite firearms working in space. The Regional University of Normand being a standout in that department as PhD students cross the university creating designs for a near-space spacecraft for combat and another standout being the Trade School of Eversmith in Dragefjord creating flamethrower that could reach double the range of normal flamethrower.

The wording of the press release, increase fever of the conspiracy theorists about the subject despite Linguist familiar with the Federation speaking and writing patterns stating that is it just the matter of how Côtois discuss things.
