This personal union does not mean that Drakkengard cedes its sovereignty to Packilvania. Drakkengard remains a fully independent and sovereign nation and administers its internal affairs without the political or legal interference of Packilvania. Because the Drakken monarch spends the majority of his time in a foreign country, the Governor-General exercises some of the powers of the King on his behalf while he is away. The Governor-General is appointed by the King and the Prime Minister advises him on who to choose. The King will typically choose the head of the House of Drakk (who is also the Duke of Vaskar) as the Governor-General, currently [[Usmil VII]].
 
== Security Partnership ==
The constituent countries of Pax-Draconica have acceded to the Central Yasterian Security Partnership (CYSP). The CYSP is an offshoot of the Foreign Military Assistance Program (FMAP) of the Packilvanian government. The purpose of CYSP is to provide for security cooperation, non-aggression and mutual self defence among the participating states. CYSP is built on the following tenets:
 
* Intelligence sharing: Member states agree to share intelligence gathered by their respective intelligence agencies with salience for the security interests of the other member states. Additionally member states adhere to a common framework for sharing intelligence to enable efficient and security communication and transmission of sensitive information and documents.
* Extradition arrangements: Member states agree to a framework for managing applications from their respective law enforcement agencies for the repatriation of their citizens who committed crimes in their borders. They also agree to the actions and criminal charges from their courts that would require the other states to repatriate those people so that they can face trial in the country in which the crime was committed.
* Non-aggression: Member states agree not to declare war on each other nor to undertake actions that could be construed as war. This includes forbidding members from flying military aircraft or moving their military personnel and hardware into the territory of the other member states without the consent of the recognised government of that country. They also agree not to allow the militaries of foreign powers who intend on or are in the process of invading, unlawfully striking targets in or enforcing a no-flyzone over other consituent countries.
* Mutual defence: Member states agree to provide military assistance to member states that have faced armed aggression from another country. Under this framework, Packilvania has deployed nuclear weapons to the other member states. The other member states are permitted to deploy Packilvanian nuclear weapons to strike a state that has been reasonably and conclusively determined to have launched a strike against that nation first. Additionally, Packilvania maintains a military presence in the other member states in the form of military bases.
* Security cooperation: Member states agree to cooperate on security issues such as the illegal transport and sale of narcotics, people, endangered animals, historic artefacts, weapons, bioharzardous materials such as chemicals and pathogens. This entails providing training, sharing information, reporting and mitigating threats and risks. This also entails creating a mechanism got coordinating and enforcing cooperation on these security issues.
