Many of the programs that Packilvania adopts are an example of hub and spoke diplomacy whereby Packilvania is the hub and the allied nations are the spokes. As such these programs exist in the framework of bilateral agreements between Packilvania and its allies which follow the framework of the programs mentioned below:

The Foreign Military Assistance Program is an architecture of bilateral agreements between Packilvania and its allies whereby it aims to accomplish the following:
The Foreign Military Assistance Program (FMAP) entails countries signing up to rent an army from Packilvania known as the Packilvanian Foreign Legion (PFL) for a fee paid to the Packilvanian government. Weapons and vehicles are sold separately and available from the Packilvanian Armaments Corporation. Participating states are required to recognize Packilvania and its claims to Lyon, remove the [[Packilvanian Expeditionary Force]] from their terrorist watchlists and not to attempt to use PFL forces against Packilvania and its interests. PFL forces can be used as needed for combat, escort and other functions.

Depending on the extent to which the agreement with the other state encompasses the provisions of the FMAP, the Packilvanian government will assign a tiered classification. The minimum provision that must be accepted to join the program is Provision 3.
