== Personal union ==
The nations of Drakkengard and Packilvania have a personal union whereby they share the same person as the head of state. However each country bestows on this person a different title without making reference to the titles and styles of the other country over which they are monarch. Drakkengard calls their head of state the King of Drakkengard and they address him by the style of His Majesty. In contrast, Packilvania refers to this person by the title of Sultan of Packilvania and by the style of His Imperial Majesty. Both nations have in their constitutions that they nations derive their sovereignty from Noi through their respective monarchies (which they refer to as Crowns and/or Thrones).
 
They both require that the person who is their monarch should meet all the criteria required to hold the position of Caliph, deferring to the Charter for guidance on the requirements or qualifications of a candidate to and holder of the office. Drakkengard goes a step further and defers to the laws of succession of Packilvania in determining how its own monarchy is filled. The Packilvanian constitutions grants various powers to the Council of State to ensure that the line of succession abides by both the Constitution and the Charter. The Drakkengardian Council of State ensures that the successor proclaimed by the Packilvanian Council of State meets the criteria set out by the Charter.
 
This personal union does not mean that Drakkengard cedes its sovereignty to Packilvania. Drakkengard remains a fully independent and sovereign nation and administers its internal affairs without the political or legal interference of Packilvania. Because the Drakken monarch spends the majority of his time in a foreign country, the Governor-General exercises some of the powers of the King on his behalf while he is away. The Governor-General is appointed by the King and the Prime Minister advises him on who to choose. The King will typically choose the head of the House of Drakk (who is also the Duke of Vaskar) as the Governor-General, currently [[Usmil VII]].
