== Caliph ==
The '''Caliph''' (Packilvanian: ''muKhalif'', Drakken: ''mwuNkhalifi'') is the temporal head of [[Paxism]] (according to the [[Magisterium of Paxism]]). Whereas the Supreme Magister of Paxism is the spiritual head of Paxism (according to Melkezedekists) and the chief executive of the Magisterium of Paxism, the Caliph is regarded as the highest non-spiritual leader of the community of the adherents of Paxism. The purpose of the Caliph is to act as a ceremonial figurehead and to use reserve powers granted to him to intervene on behalf of or to the benefit of Paxists.
 
The Caliph can use military force, economic sanctions, humanitarian aid, and diplomatic pressure to prevent, ameliorate and end the persecution of Paxists, to restore a Paxist government to power that has been illegally deposed, to support and encourage the propagation of Paxism, to ensure that the Magisterium of Paxism is able to conduct its work freely without arbitrary influence from external authorities, and to manage and oversee relations between constituent countries and the Magisterium of Paxism. The Caliph is regarded as the highest secular or temporal authority in consituent countries and is recognised as first in their ceremonial order of precedence. The Caliph may not legislate for or on behalf of member states, nor can he exercise executive or judicial authority over their internal affairs. He can mediate and arbitrate disputes between them and encourage peace between nations of believers and their citizens.
 
According to the Charter of Pax-Draconica, the Caliph shall be the same person as the recognised and legitimate [[Sultan of Packilvania]] and thus ascends to that post by virtue of the laws of succession of Packilvania. This means that the office of Caliph passes by agnatic primogeniture to the descendents of [[Amhoud I]] of the [[Bedonite dynasty]]. Agnates are legitimate male line descendants and they inherit based on their order of age with the eldest sons inheriting first. The descendents of senior agnates are preferred over younger agnates, so that the sons of the first born son (whether he is alive or deceased) shall be preferred over his younger brothers and their sons etc. At minimum, the Charter requires that he must be a practicing Paxist, an adult male, and a citizen of Packilvania born in wedlock or from a couple who married each other after his conception. The Packilvanian [[Council of State]] can declare his permanent incapacitation and proclaim his passing, delineate the line of succession and announce his successor.

The Caliph is not entitled to receive remuneration or tribute from member states. However, in his role as the [[Sultan of Packilvania]], he is supported financially by the [[Politics of Packilvania|government of Packilvania]] through the [[Fiscal policy of Packilvania|taxes it levies from its citizens]]. He is supported and assisted in the exercise of his daily duties by the [[Imperial Court of Packilvania]].
