The Packilvanian Expeditionary Front (Packilvanian: LuHagan luVekhter aluBakhilfaniya, abbreviated PEF or luHAVEBA) is a military wing of the government of Packilvania under the Minister of Foreign Affairs responsible for implementing unconventional warfare. Whereas the Packilvanian Armed Forces is responsible for conventional warfare and defence concerns, the PEF is responsible for unconventional warfare.

History
The Packilvanian Expeditionary Force was established in 2001 by Sultan Namdun III via Decree 56. The organisation was formed from the 23rd Expeditionary Regiment of the Packilvanian Armed Forces. However, it grew considerably and its mandate expanded via Decrees 126 of 2003 and Decree 480 of 2007. It started training and support Al Jaheed financially which led to Al Jaheed starting an Insurgency in Latianburg in 2017. Al Jaheed then proceeded to start a rogue state in what is today known as Hindersville in Sarentria near what was then Kostoria-Obertonia during the Lower Ethalrian Civil War following the disintegration of their relationship with the Opposition Fighters of Yor, a rebel organization in Yor. Secret documents from the Foreign Office of Great Morstaybishlia suggest that supporting Al Jaheed may have been a violation of the d'entente between Packilvania and Great Morstaybishlia to respect their respective spheres of influence and may have represented a watershed in relations between the two powers.

* Non-State Combatants Training Program (NSCTP) is in charge of providing combat, administrative and other training to Combatants from non-state actors. These are organisations whom neither Packilvania or most states recognise as independent states, but who aim to either secede from, take control of or change the policies of a recognised state through armed force. The tactics that the PEF encourages relate to espionage, sabotage, ambushes, assassinations, and related activities. Organisations incubated by this program include Al-Jaheed.
* Non-state Actor Oversight and Management Program (NSAOMP) is responsible for managing communications, relations and liaisons with non-state Combatants, for mitigate the risks that these organizations inherently expose Packilvania to and for putting in place and executing contingencies in case they become threats. It manages the supply of arms and funds.
*Foreign Enemy Extermination PROGRAM (FEEP) is responsible for assassinating foreign leaders and other threats to Packilvanian security including of rogue organisations.
*
*Destruction and Disablement of Enemy Assets Program (DDEAP) is responsible for destroying foreign enemy assets such as infrastructure and military hardware, capturing foreign military technology and assets, ambushing foreign enemy forces, kidnapping and taking foreign enemies hostage, and related activities.

Controversies
The activities of the PEF was a reason cited by some member states of the International Forum as a reason not to allow Packilvania to join that organisation when it applied for entry in 2021. In a vote on allowing Packilvania to enter the IF, the majority of member states who voted chose to exclude Packilvania from that organisation. Other nations believed Packilvania should have been allowed to join so that they could be incorporated into the international system instead of using alternative means such as the PEF to further their foreign policy interests.
