Kosaky Tsøka'fa (Traditional Kæzhyn: Фштёфι-Ющфё-бё, Born July 8 1952) is a Kæra politician and intellectual who has held the position of the Zhanyl of Kæra'zna following the death of their predecessor in late 1984. The child of a senior official within the Higher Directorate, Kosaky succeeded the Head of Agriculture and Sustainability, before rising to the position of Zhanyl, subverting the expectation of the Zhanyl to be the Head of Citizen's Affairs, likely due to the then holder of the position being of the Purity faction. As the holder of the highest position of state, they serve as the de facto leader of their political faction: the Fundamental Doctrinaires.
Continuing the system of the Executive Committee of Technocrats appointing one of their members to the position of leadership without consultation with the wider population, Kosaky rules Kæra'zna as an unchallenged despot, with the ability to exert totalitarian control upon the Kæra people. It is of some debate abroad, however, how much Kosaky actually exerts such influence in comparison to the other key ministers within the state. This is due to the position of Zhanyl often being nebulous in exact duties beyond the appointment of subordinates within the Judicial-Legislature. As such, the amount of control utilized by the role distinctly varies with the styles of different leader due to their on-paper entirely unchecked power. Kosaky has notably reiterated a more closed-door style of leadership, rarely making public appearances outside of speeches delivered by the Collective Broadcasting Department - the sole televised Kæra media, ran by the state. Political analysts such as Xavier W. Claes make note of this as a possible sign towards the increasing influence of influential Kæra ministers on the day-to-day running of the Kæra state, though others argue that less direct and public leadership simply is better suited to Kosaky as an individual.
As the leader of Kæra'zna, Kosaky remains complicit in many actions legally recognized as crimes against sapientkind, acknowledging the unethical working conditions within the country and the perpetuation of the involuntary euthanasia and execution without trial utilized as part of the Kæra Eugenics Program. Notably, Kosaky's tenure saw the further extension of the program as a part of the 1.4 Mandate in 1991, which artificially limited population growth in Kæra'zna reportedly in order to preserve and maintain a sustainable level of resources and material capital.
