The outbreak of the Secceran Revolution in 1800 led Kalmington to return to Tretrid on behalf of Crown Princess Eadgyð, where the two began to plan systemic reforms to the Tretridian government to restabilize the monarchy. Eadgyð had Kalmington appointed as Prime Minister in 1802 to prepare for these reforms. They eventually developed into a broad two-year effort to write a Tretridian constitution, culminating in now-Queen Eadgyð II promulgating the Charter of Privileges in 1804, forming the basis of the Tretridian constitution. As Prime Minister, Kalmington also encouraged the adoption of the steam engine in the Greatflood Basin, having observed the effects the engine had on Morstaybishlian industry, thereby kicking off industrialization in Tretrid.
 
Kalmington navigated the Tretridian government through a period of political upheaval that resulted from this radical constitution and passed the Declaration of Rights and PrivilegesObligations in 1805 against the background of the [[Charter War]]. The Declaration enumerated and expanded upon a number of civil and political rights and expanded the voting franchise for elections to the Witan from property-holding men to all male citizens, while also providing for mass conscription that would be heavily employed in the Charter War. A highly charismatic speaker, Kalmington gave a number of public speeches throughout his premiership that drew large crowds of supporters and increased fervor for the new constitutional system.
