The Charter was enacted in 2004-2008. Following the Empire invasion, it was suspended in favor of the provisional "Elder" Government. The Charter has since remained in a suspended state to the present day.

Preamble
0.0 We, the assembled nations of the East Pacific, desiring a more prosperous and perfect region, do hereby gather to establish this Charter of the East Pacific.
Chapter 1: Government
1.0 The East Pacific Government shall be divided into three roles; Executive, Legislative, and Judiciary.
Executive
- 1. This Charter does hereby vest supreme authority in the office of Delegate, and does
appoint him sole executor of this charter and of any subsequent laws passed by the legislative branch.
