The Association of the Friends and Veterans of the Carriers of Mercy (Packilvanian: luKabal ameSol nadine meJuzaymadi aleKharir aluRaheem) is a non-profit organisation from Packilvania that consists of former members, descendants and relatives of former members of the Carriers of Mercy and other people who might take interest in its work. It was founded in 1985 when the Carriers of Mercy were disbanded.

As part of the deal with the Packilvanian Communist Party to end the Second Packilvanian Civil War, the Carriers of Mercy agreed that once the new Constitution was adopted, it would be dissolved. In its wake the Association formed. The new Constitution explicitly prohibited the formation of political parties. Some of the criteria which were developed to delineate what a political party was was that it would have to have been created for the purpose of espousing a political ideology and propagating itself in the government.

As of 2023, the Association has over 20 million formal members who were Veterans of the Carriers of Mercy as well as other people who were aligned with and assisted the Carriers of Mercy including magisters of the Magisterium of Paxism, defectors from the Packilvanian Communist Party, members of allied and recognised religious minority communities, and allies from the nobility of Packilvania.

In its Founding Provisions, the Association's formal membership is explicitly restricted to the veterans and allies of the Carriers of Mercy who served in the Second Packilvanian Civil War and their widows, widowers and descendents are allowed to participate in its activities. The Association explicitly disavows any political ideology and vows to bring together the allies and Veterans of the Carriers under the political leadership of the Sultan of Packilvania and the Bedonite dynasty.

The Chairperson of the Governing Committee is the Sultana Dowager Gamesha. The Chairperson of the Governing Committee is required to be a member of the Bedonite dynasty appointed by the Sultan of Packilvania. The other members of the Governing Committee are elected by the members. The Governing Committee's duties include organising events, managing donations and funding, keeping a registry of members. They have initiatives such as visiting veterans and providing them with care and commemorating Veterans through Monuments and ceremonies.

The Annual General Meeting is held once a year and this is where members listen to the Governing Committee's Statement issued by the Chairperson. The event is televised live and usually because of the enormous size of the organisation, delegates are sent by chapters located across the country. At the Annual General Meeting, delegates can vote on the composition of the Governing Council, adopt the annual budget and members fees and approve amendments to the founding provisions.

Ovet 78% of the members of the Provincial Legislative Councils, and 67% of Members of Provincial Executive Councils, and 45% of judges, 24% of the military, over 21% of civil servants and over 19% of state owned company CEOs are members of the association. Other people can sign up as affiliates and they do not pay a fee. They are typically volunteers that help out during events or assist in veteran care. In total over 78 million people are affiliates.

It is also required that all members pay an annual fee of 476 Packilvanian dinar (approximately 3 Kirib).
