== History ==
In 1914, the [[Packilvanian Communist Party]] overthrew the [[Sultan of Packilvania|Sultana of Packilvania]], [[Zerah Demir IV]], and the [[Demirite dynasty]]. They provided the Alleghenese Communist Party (ACP) with weapons and funding to forcibly seize control of the government. After 4 years of fighting, the took control of the city of Kandarahan and most of the Principalities of Allegheny. Under Thubiyas Nakhdan, who was the General Secretary of the ACP at the time, Allegheny converted from a monarchy to a Communist dictatorship.

The ACP had two camps: one was informally called the Unionists which was led by Dormood Ankhalir and the Secessionists led by Prof Turhad Farkheed. The Unionists believed that the personal union between Allegheny and Packilvania should continue with Gideon Muktan as the General Secretary and it supported many of the policy positions that the PCP adopted such as supporting the independence of various overseas colonies and curtailing religious practice in the country. The Secessionists believed that although they owed the overthrow of the capitalist monarchy to the aid of the PCP, they wanted to become fully politically independent from Packilvania. Furthermore, they feared that North and South Talavero would seek independence if the ACP supported the independence of overseas colonies.

The debates in the ACP were bitter. Nakhdan was sympathetic to the Unionists and had many members of the Secessionists arrested. Secessionists began to attack and kill members of the Unionists when they gathered for meetings. Nakhdan expelled all Unionist aligned delegates from the Politburo of the Party. This led to Secessionists bombing the Kandarahan Parliament Building where the Politburo met, which led to the death of Thubiyas Nakhdan.

A civil war between the Unionists and the Secessionists ensued. Packilvania invaded on the side of the Unionists. After 4 bitter years of fighting which led to the loss of life of 200,000 people and the internal displacement of 3 million people, the Packilvanian government was able to place Allegheny under a military occupation. Over the course of its occupation which lasted about 18 years, the Packilvania installed a puppet government and appointed Unionists to its ranks including Dormood Ankhalir as the General Secretary.

They implemented disastrous policies of collective farming and forced and uncompensated expropriation of land that led to a famine that directly and indirectly led to the deaths of over 1.6 million people from malnutrition and starvation. Despite initial humanitarian aid from Packilvania, a dispute with the Party Secretariat in North Talavero led to cutting of food aid.

Tarmouk Ajmun, the General of the Alleghenese Armed Forces, stationed in North Talavero launched a mutiny against the state and led his men to support the independence of North Talavero and ally with Vekaiyu. He disavowed the atheistic policies of the ACP and the puppet government and military occupation of the country by Packilvania. His forces seized the military hardware which loyalist members of the armed forces tried to destroy.

The People's Liberation Army and the launched a military offensive against North Talavero that led to sapient rights abuses and the deaths of over 70,000 people over the course of 6 years. Religious fervour intensified in North Talavero which was facing a refugee crises. Over 1 million people fled to foreign countries namely Vekaiyu, while another 3 million were internally displaced. Sympathetic to the cause of North Talavero, the government of Uliveru (which had become increasingly dominated by Paxists who refused to disavow their religion) joined forces North Talavero. The Packilvanian and ACP forces struggled to hold both fronts.

This second front led to the deaths of 50,000 people and another 2 million people flowing into Vekaiyu. To stem the refugee crisis, Vekaiyu supported the Uliveru and North Talavero forces through military advisers and supplies of equipment. It tried to minimise support so as to act as a broker of peace. Negotiations continuously disintegrated and ceasefires were constantly broken. Packilvania refused to participate in the peace process after 12 years of fighting. They ended their tacit tolerance of religious bodies and people in Allegheny and began a policy of systemic extermination akin to that used against humans in Packilvania.

The policy led to the formation of the Soldiers of St Aiya and the Puritan Union which consisted of Vayan Catholics and Paxists respectively. Over 1 million people were killed in the course of another 4 years of fighting and 5 million people were internally displaced and another 1 million attempted to flee to Vekaiyu. Vekaiyun hospitality was wearing thin and the country decided to militarily support both the Puritan Union and the Soldiers of St Aiya. The Puritan Union formally allied itself with and amalgamated with the Uliveru government and the Soldiers of St Aiya did the same with North Talavero. After negotiations between the heads of these different entities and movements, the Alleghenese People's Congress was formed in 1951.

They invaded South Talavero and Lower Ufrata and seized the capital city Kandarahan, forcing the ACP General Secretary Tamara Fudlaan to dissolve the ACP and expel the Packilvanian forces in 1953. The Packilvanians continued their military occupation of Upper Ufrata. The country had never had a year of peace since 1914 up to that point. Millions of lives were lost and millions more had fled across the world seeking refuge. In that process, not only has the country's economy collapsed but crucial capital and technical expertise were lost. Allegheny was the poorest nation in the world. Nevertheless, the fragile coalition under the Alleghenese People's Congress held furiously together.

The APC enacted the first Constitution in 1953 and implemented a nominal electoral democracy that was a de facto military dictatorship. The country declared both Paxism as the state religion of Upper Ufrata, Lower Ufrata, Kandarahan and Uliveru and Vayan Catholicism as the religion of North Talavero and South Talavero. The head of state would be a Great Magister of Paxism appointed by the Council of Great Magisters known as the Lord Protector. At that point, the country's population had declined by 18% and the GDP had fallen by 60% since 1914, with the GDP per capita at 400 KRB per person 1,000 KRB in 1914.

The central government under liberation icon Jumhur Heldaan used draconian policies to prevent dissent and stifle Communist sympathies. His government was harsh on the violent crime and drug abuse that had arisen under the decades of violence that beset the nation. His government began reconstructing institutions such as courts and tax collection which were practically dysfunctional. In 1967, he signed a secret agreement with Packilvania that they could annex Upper Ufrata after 5 years. This was discovered in 1969 and he was deposed and replaced with Farmeed Rabayad. Rabayad kept many of the same policies and the country was on the painfully slow and difficult path to recovery. The economy grew year on year at an average rate of 2% to 3% between 1970 and 1980 after experiencing negative to less than 1% growth in the decade prior.

The APC was initially neutral in the Second Packilvanian Civil War but eventually threw their support behind the [[Carriers of Mercy]] when they took [[Jumhurikesh]]. They sent their forces to train and aid the Warriors of Mercy. Amhoud I visited Allegheny often and described their partnership as bonded in spirit. When the Carriers of Mercy defeated the Packilvanian Communist Party, they agreed to end the military occupation of Upper Ufrata and return it to the country. A second Constitutional Assembly was held to rewrite the Constitution to integrate Upper Ufrata. The representatives from Upper Ufrata demanded more rights for their people. Seeking to avoid more conflict, the APC formally ended their military dictatorship and put in place a conservative democracy and introduced a federalist system of government.

By 1985, the country's economy had recovered to 1914 levels where the GDP per capita was 1,000 KRB. The country adopted highly business friendly policies, loosening capital controls, lowering personal income and corporate taxes, cutting wasteful expenditure and income lost to corruption and introducing digital systems to manage coToday the country has a GDP per capita of 4,000 KRB

Politics

The politics of Allegheny take place in the framework of a dominant party conservative parliamentary democracy under an elected theocratic constitutional monarchy. The Constitution of Allegheny (luKhanongur aYulakhaan) is the supreme law of the land and it vests much power in the Lord Protector but restrains him to the advice of his elected ministers. The state religion of Allegheny is Paxism but the free practice of other religions, regular free and fair elections, and freedom of the press and speech are largely permitted. Nevertheless, the country has a below average performance in metrics of sapient rights. The Constitution was passed by the Constitutional Assembly which consisted entirely of members of the Alleghenese People's Congress after winning the Alleghenese War of Independence.

Lord Protector (muHimay muNabeel) is the de jure head of state. He appointed by the Council of Great Magisters of the Magisterium of Paxism when a vacancy in the offices arises due to dismissal by the Council, death or resignation. Thus, he is also the Great Magister of Allegheny. Through the Concordat of the Commonwealth of Allegheny and the Magisterium of Paxism (luKhavnan aluUmmahiyat aYulakhaan nadine luMakeesiyat aPaxashme) which is the formal agreement that regulates the relationship between Allegheny and the Magisterium of Paxism, the Lord Protector and Great Magister of Allegheny is required to be citizen of Allegheny. When acting as the head of state of Allegheny, he uses the title Lord Protector, but when acting as a senior leader of Paxism, he uses the title of Great Magister. The Supreme Magister or his proxy is required to anoint the Lord Protector Designate for his term to officially begin. He is the head of state for life until death, dismissal or resignation.

The Lord Protector plays a largely ceremonial role in the government. He mainly appoints the head of the largest party or coalition in the Parliament (luMijhalisgur) as the Prime Minister (muRayees muBas). He appoints and dismisses as Ministers of State Members of Parliament recommended by the Prime Minister. He receives the credentials of foreign ambassadors and signs the commissions whereby the Prime Minister appoints ambassadors of the realm. He signs acts of Parliament to make them law. He gives a speech prepared by the Prime Minister every year regarding the state of the nation and the plans of the government for the year ahead. He confers orders of chivalry and medals of honour. He also has weekly meetings with the Prime Minister where he has the right to encourage, warn and be informed. He entertains foreign guests of the government and represents the nation abroad.

The Prime Minister is the head of government and de facto commander-in-chief of the armed forces. The Prime Minister recommends Ministers for appointment or dismissal and chairs meetings of the Council of Ministers (luMijhalis aleVazeer). As the leader of the largest party or coalition, he sets the legislative agenda of the government. As the chief executive he directs and coordinates the implementation of law and policy of the executive branches. In practice, he has control of defence, foreign and security policy namely as the de facto supreme civilian authority over the armed forces with the power to regulate relations with foreign nations and to oversee the intelligence services. The Council of Ministers makes decisions over most matters affecting the country and administers the daily governance of the country.

The Parliament is the bicameral legislature. The upper chamber is the House of Princes (luBayeet ameMamlukumne) while the lower chamber is the House of the People (luBayeet ameShabil). The House of Princes plays a ceremonial role in the government and consists of the Princes who are the symbolic spiritual leaders of the constituent Principalities of the country. They are elected according to the religious traditions of their people and they carry out traditional ceremonies, represent their people and convene once a year to adopt the annual address by the Lord Protector. The House of the People is elected by registered male citizens of the country who pay personal income tax excluding those serving criminal sentences in prison or on parole, who are suffering mental illness or undergoing bankruptcy for a four year term by party list proportional representation where a party needs 12% of the vote to be eligible for a seat. The House of the People passes all the laws of the country and its presiding officer is the Speaker of Parliament who is elected from among its members.

As a result of the high electoral threshold and relatively restricted electorate, the Alleghenese People's Congress (luKhneset ameShabil aYulakhaan) has won every single election in the country since 1985. The APC was a revolutionary movement that allied with the Carriers of Mercy to restore the independence of Allegheny and helped to defeat the Packilvanian Communist Party. Although the Congress was a broad church that encompassed a variety of ideologies the Ursino-Paxist nationalists triumphed over the liberals following the Alleghenese Civil War in 1986. They instituted a highly conservative social order in which female participation in public life is even more circumscribed than Packilvania. Nevertheless, elections are considered largely free and fair. Because of the symbolic role that religious and Royal officials play in the government, the political system of Allegheny is derisively known as an Annointed Republic.

Administrative divisions

Allegheny consists of 6 Principalities. Each Principality controls most of its internal affairs except for those matters reserved by the Constitution to the National Government. Each Province has a Prince. Although the state religion of Allegheny is Paxism, South and North Talavero have Vayan Catholicism as their state religions. Thus the Bishop of Ansal is the Prince of North Talavero and the Bishop of Kemal is the Prince of South Talavero. The remaining four Princes have High Magisters of Paxism as their Princes. The Bishops are appointed by the Bishop of Eldura who is the Primate of the Vayan Catholic Church. Allegheny has a formal agreement with the Vayan Catholic Church known as the Concordat of the Commonwealth of Allegheny and the Holy See of the Vayan Catholic Church (luKhavnan alyUmahiyat aYulakhaan nadine luSih luHalaal aluUmah luKatholikiya luVayaan) whereby the Bishop of Eldura agrees to appoint as Princes of North and South Talavero, Ursine male Alleghenian citizens who have resided in North and South Talavero.

The other provinces are Uliveru, Kandarahan, Upper Ufrata and Lower Ufrata. The Princes meet once a year in the House of Princes. All provinces have a Premier who is the de facto chief executive. This person is elected by the Legislative Assembly of the Province and appoints the Members of the Provincial Executive Councils which are the highest decision making bodies in their respective executive branches. Each Province has a Legislative Assembly elected by its male tax-paying adult residents every four years concurrently with the National Elections. Each Province also has its own court system which adjudicate disputes and dispenses justice under provincial laws. These cases can be appealed to National Courts where appropriate. Each Province has a government and capital city.
