While the notion of a Commonwealth as the model for establishing common policy and trade between Vistaraland, its current holdings and independent subjects of the [[See of Supremacy]] existed in some form since the independence of [[Twelijnland]] in 1925, the Commonwealth as an association of territorial entities with varying degrees of sovereignty did not come about until the Pledge of Fredriksfort, made by Empress Tyrene I on 14 August 1929. The pledge established the Commonwealth Coordination Authority, a council of representatives from territories defined as "member countries", as well as non-voting observers from Henerschat and each of the Vistari crown territories. While the authority lacks powers of its own outside of the allocation of resources granted to the organization by member states and the establishment of items for discussion within meetings, the granting of country status to several Vistari colonies in 1929 established precedent for the organization to be dominated by Vistaraland and its direct subjects, a practice which remains today with the use application of constituent countries within the Imperial Vistari Confederation.

 

== Integration ==

Under the organization's umbrella are a considerable number of multilateral agreements which facilitate a framework of economic and political cooperation amongst member states. The cornerstone of these agreements is the Imperial Commonwealth Comprehensive Agreement on Trade (ICCAT), which established a [[W:Free trade area|free trade area]] amongst Commonwealth members, in addition to the crown territories - whose economic policies are under the jurisdiction of [[Vistaraland]]. The signing of ICCAT on May 11 1942, while arguably not substantively changing the trade relations between Vistaraland and many of its former holdings, formed a groundwork for further comprehensive agreements organized within the purview of the Commonwealth.

 

Beyond coordinating between national governments, the Vistara Commonwealth coordinates a number of social and cultural programs across its members with the goal of improving quality of life, education and cultural preservation within members. These programmes include international student programmes through the Imperial Overseas Studies Organization, as well as funding for research through the Commonwealth Scientific Innovation Fund.
