Because the city has a shallow bay, its port is unable to dock large ships, Tauranga a te Toka controls trade in and out of Tokamotu. Thus most industrial activity moved to Tauranga a te Toka. This has led to most young and low income people preferring to work in Tauranga, where living expenses are lower and low to middle skilled jobs are easily accessible.
